SUBJ: SYSTEM OF RECORD AND PROPERTY MANAGEMENT TRANSITION FOR CG
STANDARD WORKSTATIONS
A. Cybersecurity Governance, COMDTINST 5500.13H
B. U.S. Coast Guard Personal Property Management Manual,
COMDTINST M4500.5D
1. PURPOSE: This message announces the centralization of property
management for all CG Standard Workstations. Currently, 53,210
standard CG workstations are maintained in the financial system of
record, Financial Systems Modernization Solution (FSMS). A working
group consisting of COMDT (CG-84), FINCEN POD, and C5ISC will
transition the property records out of FSMS to a new system of
record, C5I's Pixel Automated Inventory Locator (PAIL). CG
Property Managers will no longer be responsible for the
administration of standards workstations as PAIL will auto-detect
the devices connected to the network and automate inventories.
IAW Administrative Requirements Working Group (ARWG), the
utilization of technology will reduce the administrative burden
for all property managers and the units they service.
2. BACKGROUND: C5ISC has transitioned the Service to a Personal
Computer as a Service Model to manage the CG's workstations.
COMDT (CG-841) is leveraging this change to update policy to more
effectively and efficiently manage the CG's workstations.
3. ACTION: To prepare for this transition, the following actions
shall be accomplished by 1 July 2024.
    a. COMDT (CG-84): Update REF (B) to reflect the new roles and
responsibilities for accountability of CG Standard Workstations.
    b. FINCEN POD: Remove all 17,536 devices from FSMS that have
successfully transitioned to PAIL. Continue to reconcile FSMS and
PAIL data and remove duplicate records.
    c. Accountable Property Officers (APO): Follow the link below
to evaluate the remaining 35,674 workstations associated with your
unit’s OPFAC. Take action to inventory and report via SharePoint
(para 4) the status of all assets assigned to your OPFAC.
