1. This message outlines eligibility criteria and the application process for
active-duty enlisted members interested in a Lateral Change in Rating (CIR) to
CMS in AY25. Members who are interested should review this message carefully to
ensure they meet all eligibility criteria. CG PSC-EPM-1 will convene the Panel
on 09 July 2024.

2. Eligibility Criteria.
a. Be an active duty E4, E5, or E6 willing to accept a reduction in rank to E5.
b. Be a United States citizen; due to the extended duration in processing
clearances for members with dual citizenships, members shall seek guidance from
their unit's CSO before submitting for a CMS Lateral CIR.
c. Be eligible for a Top Secret/Sensitive Compartmented Information clearance;
d. Be willing to submit to a Counter Intelligence (CI) Polygraph; and
e. Comply with Coast Guard body composition standards;
f. Members do not need to be tour complete to apply.

3. Preferred Certifications Influencing the CMS Lateral CIR Determination.
a. Completion of basic position-related Job Qualification Requirements for an
operational cyber work role in accordance with Appendix 3 of ref (a).
b. Completion of IAT Level II, IAM Level II, or Cyber Security Service Provider
(CSSP) Certifications.
c. Completion of education, training, or certification requirements for an
operational cyber security work role in accordance with ref (b).

4. Application Procedures.
a. Members must submit a "My Panel Submission" using the code: "CMS_LP" no later
than 25 June 2024. The "My Panel Submission" member comments shall not exceed
500 characters. Direct Access will allow members to type additional characters;
however, anything greater than 500 characters will not be viewable by the
Panel.
b. "My Panel Submissions" require a command endorsement and must be marked
final. At a minimum, the command endorsement must address the member's
compliance with all eligibility requirements contained in paragraph 2 of this
message. The command endorsement shall not exceed 500 characters. Direct Access
will allow commands to type additional characters; however, anything greater
than 500 characters will not be viewable by the Panel.
c. Members should capture training or certifications listed in paragraph 3 of
this message in their Employee Summary Sheet or CG-4082, as necessary.
d. Late or incomplete application packages will not be considered.
e. Members must ensure their "My Panel Submission" is marked final in Direct
Access to be considered a candidate.

5. Members are encouraged to review and update their Official Military Personnel
File in iPERMS and ensure their Employee Summary Sheet is accurate.

6. Waiver Requests.
a. If a member does not meet specific eligibility criteria listed in paragraph
2, they must request a waiver through CG PSC-EPM-1 at hqs-smb-cgpsc-epm-1
-panels(at)uscg.mil.
b. Waiver requests must be formatted as a standard Coast Guard Memorandum. A
template is available at https://uscg.sharepoint-mil.us/sites/psc_spo/psc-epm
/epm-1/Boards%20and%20Panels/SitePages/Special-Assignments.aspx.
c. Waiver requests must be no more than one page in total, must include a
command endorsement on the Thru line, and must only address the specific
eligibility criteria not met.
d. Waiver requests must be received by CG PSC-EPM-1 before 25 June 2024.
e. Members who have questions regarding consideration of equivalent industry
training and qualifications should contact CyberRating(at)uscg.mil prior to
submitting a waiver request.

7. Members selected for a Lateral CIR to CMS should expect to transfer to an
approved CMS billet in AY25 with a tour length of 4 years. Members currently
serving in an approved CMS billet, who are selected for a Lateral CIR to CMS,
may elect to preserve their original tour completion date.

8. Members selected for Lateral CIR to CMS and appear on the SWE eligibility
list will acknowledge via written memo that acceptance of the lateral CIR
authorization will result in their removal from the advancement year 2025 SWE
eligibility list regardless of placement on the list.

9. Members selected for a Lateral CIR to CMS who are currently serving under a
bonus contract applicable to their current rating will be subject to recoupment
for all unearned funds. These members will incur a 1-year service obligation.
The service obligation will be served concurrently with any existing
obligation.
