KNOWLEDGE MANAGER (RKM)

1. Creation of the Talent Acquisition Specialist rating was announced in REF (A)
and is an important action supporting the Coast Guard’s Talent Management
Transformation. A critical step to establish this rating is the selection
of the inaugural TA Rating Knowledge Manager (RKM). This message solicits
members to apply for this historic opportunity.
a. This career enhancing assignment, with broad Service-level impact
will directly shape the future of the new rating. On any given day,
the RKM will work closely with RFMCs to ensure applicable resources
are readily available to all members of the rating, manage rating
performance qualifications, and develop their advancement criteria
or testing method. The ideal RKM has a diverse assignment history,
with a strong record demonstrating outstanding leadership,
communication skills, organization, and attention to detail.
b. In addition to traditional RKM duties, the member selected for
this role will also be responsible for completing the necessary tasks
and functions as outlined in the TA Rating implementation team Plan
of Actions and Milestones (POA&M).
c. Estimated report date is 01 MAY 2024. This position will be located
at CG Headquarters. However, the opportunity exists to work remotely
until OOA 01 JUL 2025.
2. Eligibility:
a. Active-duty E8s or E7s above the cut for E8 by application deadline.
b. Must meet all eligibility criteria listed in paragraph 1.E.2 of REF (B).
c. Tour complete in AY24, AY25, or AY26. Members in receipt of AY24
orders are ineligible to apply.
d. Prior assignment as a Production Recruiter or Recruiter-in-Charge required.
e. Training experience preferred.
3. Process/timeline:
a. NLT 22 MAR 2024: Standard applications are emailed to CGRC at
RecruiterApplications@uscg.mil. See below for details on the required
application contents and format.
b. OOA 25 - 29 MAR 2024: Representatives from CGRC, EPM-2, and FORCECOM
conduct brief phone interviews with applicants to assess their desire
to assume the duties and responsibilities of the assignment.
c. 01 - 05 APR 2024: CGRC reviews packages for best qualified applicants.
d. OOA 05 APR 2024: Results released via email.
4. Standard Applications: Members and Commands should pay close
attention to the requirements listed below:
a. Request for Consideration Memorandum (not to exceed two pages). All
applicants must submit a memo to be considered for the TA RKM position.
At a minimum, the member’s submission shall address the following:
(1) Why you are applying for this position and what makes you the
most qualified candidate.
(2) Special skills you have that will be helpful to establishing
the TA rating.
(3) A statement that you have reviewed your Official Military Personnel
File (OMPF) via iPERMS and made any necessary updates.
b. Command Endorsement. The Commanding Officer’s endorsement must be
provided by an O-6 (or higher) and must certify the candidate is
fully qualified to assume the duties of RKM. It is the responsibility
of the endorsing officer to validate the eligibility requirements
outlined in this section, prior to endorsing the member’s request for
consideration. The endorsement may not exceed one page. The CO’s
endorsement, at a minimum, shall address the following:
(1) The applicant’s leadership and management ability, critical and
strategic thinking skills, political savvy, and communication skills.
(2) Justification for any waivers necessary for specific eligibility criteria.
(3) Address backfill concerns, if applicable.
