SUBJ: PY24 ADPL CHIEF WARRANT OFFICER BANDMASTER APPOINTMENT BOARD ANNOUNCEMENT MESSAGE 
A. Appointing Warrant Officers, COMDTINST M1420.1(series)
1. This message solicits applicants for the appointment to the position of Chief Warrant Officer Bandmaster (BNDM). The individual selected will serve as director of cadet instrumental music, USCG Academy.  This appointment opportunity extends to Coast Guard enlisted personnel Musicians (MU) and personnel from other Armed Forces. The application deadline is 15 March 2024.
2.  The candidate selected will be in a highly visible position with significant public and media exposure. They will manage all aspects of the Academy’s cadet instrumental music program, to include the preparation, conducting, and leadership of cadet music ensembles (i.e. concert band, regimental band, jazz band, pep band, etc.) for varied performances, ceremonies, and parades.  They will also manage the program's budget, equipment inventory, facilities, and travel. Ideal candidates will have extensive experience in music program development, an appreciation for cadet development, visionary leadership for the growth of cadet music programs and an ability to manage logistics and administrative tasking.
3. The minimum requirements for appointment are as follows: 
   a. Must be a citizen of the United States.
   b. By 01 Jun 2024, have a total of eight years active 
duty in the armed forces with a minimum of four served in 
the Coast Guard. 
   c. Must be a Musician (MU), or equivalent rating, in pay grade E-6 or above.  Members serving in pay grade E-6 must have at least 2 years time in grade.
   d. Hold a graduate level degree in music, music education or a closely related field.
   e. Members whose request for retirement have been 
approved are not eligible to apply.
   f. Must have no court-martial or non-judicial punishment 
and no unsatisfactory mark in conduct for the three years 
immediately prior to the date of this message’s release.
   g. Waivers for the above will be considered on a case by case basis upon request submitted to the contacts listed below.
4. To be considered candidates must possess the following qualifications:
   a. Technical Qualifications: Must be able to produce and submit a musical program by selecting, adapting and/or arranging appropriate musical compositions. Demonstrate the ability to conduct a military band during public performance. Be knowledgeable of close order military drill and protocol for both military ceremonies and rendering of honors. Demonstrate knowledge of maintenance and repair requirements for musical instruments. Prepare a military marching band for performance with an understanding of the balance between showmanship and traditional military sharpness.
   b. Administrative Qualifications: Be familiar with Coast Guard budgeting policies and practices including both appropriated and non-appropriated funds. Understand Coast Guard policy for conducting official travel. Demonstrate knowledge of the rank and rate systems for military members of the Coast Guard. Demonstrate an understanding of the preparation of standard Coast Guard correspondence and the policies for maintenance of records and files.
   c. Leadership Qualifications: Demonstrate past experience leading or commanding a military unit or organization. Present evidence of successfully representing the Coast Guard or other Armed Forces unit as a leader of the unit at parades, concerts, or ceremonies. Present evidence of success in training subordinates or others in improving their skills as musicians and petty officers.
5. Applications shall be submitted to CG PSC OPM-1 at HQS-SMB-CGPSC-OPM-1-Boards@uscg.mil no later than 15 March 2024. Any correspondence relating to this board should read PY24 BAND MASTER APPOINTMENT BOARD. Applications shall be a single PDF file, Adobe portfolios will not be accepted, and include the following:
a. Letter of application containing a comprehensive resume of personal, professional, and military history and experience, giving specific attention to musical education and experience.
b. Commanding officer’s endorsement which addresses the applicant’s potential to perform successfully as a warrant officer. As enclosures to this endorsement the commanding officer must submit an Officer Evaluation Report (OER), Form CG-5310A, prepared in accordance with Chapter 5 of ref A.
6. In addition to the mandatory application requirements outlined in paragraph 5 above, applicants may include letter(s) of recommendation or any other supplementary information that they would like to bring to the boards attention.
7. The appointment board will be held in two phases.  In phase one, tentatively scheduled for 01 April 2024, the board will select a sufficient number of finalists, based on overall review of the candidate records and recommendations, to be interviewed in phase two.  In phase two the board will evaluate each finalist’s qualifications, conduct interviews, evaluate each finalist’s performance during a conducted audition, and select the best qualified finalist for appointment to warrant grade in accordance with Ref A.
8. After selection, a commissioning physical will be required prior to appointment.  The selectee must be in compliance with Coast Guard maximum allowable weight standards prior to execution of the oath of office.  Enlisted personnel who accept appointment as a chief warrant officer, will be discharged from their enlisted status upon acceptance of the appointment. Additional accession requirements may apply to candidates in other services if selected.
