SUBJ: 2024 FEDERAL ASIAN PACIFIC AMERICAN COUNCIL CIVILIAN AWARDS
1. Nominations are open for the 2024 Federal Asian Pacific American
Council (FAPAC) Civilian Awards. FAPAC is a nonpartisan, nonprofit
organization that promotes equal opportunity and cultural diversity
and encourages the participation and advancement of Asian Pacific
Americans in the Federal workforce.
2. FAPAC invites the Coast Guard workforce to recognize civilian
employees who have made significant contributions to the advancement
of Asian Americans, Native Hawaiians, and Pacific Islander (AANHPI)
communities and promote diversity and inclusion among the Federal
and District of Columbia government workforces. Specifically, those
who distinguished themselves according to the following criteria
during the performance period of Fiscal Year 2023 (October 1, 2022
to September 30, 2023) or Calendar Year 2023 (January 1 to December
31, 2023):
    a. Assisted the Agency in recruiting, promoting, establishing,
and maintaining an effective and equitable workplace for AANHPIs;
    b. Promoted AANHPI competencies, cultures, contributions, work
ethic, and behavior related to the agency's employment;
    c. Promoted AANHPI career development through mentoring,
leadership, and/or relationship building;
    d. Organized activities that promote equal opportunity and
cultural awareness of the AANHPI community; and
    e. Displayed exceptional leadership that resulted in significant
workplace changes or contributions.
3. FAPAC will select winners for each of the following three
categories:
    a. Outstanding Individual Leadership - Individual has shown bold
leadership and innovative ways to promote Equal Employment
Opportunity (EEO), Affirmative Action, and Diversity.
    b. Excellence in Individual Achievement - Individual has made
significant contributions toward AANHPI representation at all
levels.
    c. Diversity Excellence - Individual has shown a remarkable
contribution towards diversity and inclusion through collaboration
and against all odds.
For each category, FAPAC will select three winners, one from each of
the following grade clusters:
        (1) GS 1-12;
        (2) GS 13-15;
        (3) Senior Executive Service.
4. Units may nominate civilian employees for the award by submitting
a nomination package to the POC in paragraph 8 no later than
February 19, 2024, at 5 pm EST. All submitted files in the
nomination package should be single-spaced, 12-pitch font with
1-inch margins in Word or PDF format. Nomination packages must
include the following items:
    a. Command cover memo, with signature.
    b. Nomination form (available from POC listed in paragraph 8).
    c. Letter of Nomination by the Nominating Official not to exceed
two (2) pages that highlights and specifies the achievements related
to Nominee for award consideration.
    d. Curriculum vitae (CV) or resume of Nominee.
    e. Biography of Nominee, not to exceed one page.
    f. Digital color or black-and-white headshot photo (.jpg or .png
file format).

5. COMDT (CG-00H) will send all nominations to FAPAC, which will
make the final selections and notify individuals and nominating
officials in March 2024. An ALCOAST will also announce the winners.
6. Civil Rights awards help to maximize the Coast Guard's overall
mission effectiveness through recognition of members'
accomplishments and contributions to Civil Rights and Equal
Opportunity.
