SUBJ: CLARIFICATION OF DOMESTIC PORT SERVICES RESPONSIBILITIES
FOR USCG CUTTERS
A. Energy Management Policy, COMDTINST M4100.2E
1. This ALCOAST clarifies domestic port services responsibilities
for USCG cutters.
2. Fueling. Regardless of location, USCG Cutters shall use the Fuel
Procurement Hierarchy in REF (A) to identify available fuel
procurement options. The LOG-921 Cutter Fuel team can assist in
identifying fuel procurement options.
a. If a cutter's onboard or shoreside Warranted Ordering Officer
(WOO) is not available, or the cutter WOO's ability to solicit,
review, and award via SEA Card is limited, LOG-921 Cutter Fuel
team will provide SEA Card Open Market ordering support. Fuel
contract support will be limited to fuel services ordered within
the online SEA Card application.
b. Designated SEA Card Ordering Officers (OOs) and WOOs can
contact LOG-921 Cutter Fuel team for guidance or training as needed.
3. Port Services Procedures for USCG Owned Piers.
a. Submit a Logistics Request (LOGREQ) to the Base or Sector
responsible for the pier's port services and fuel. The Base or
Sector port operations staff will work with the cutter to identify
commercial procurement options for services not organically
available (i.e., tugs, pilots, cranes, etc.).
b. USCG vessels with procurement authority onboard shall
coordinate directly with commercial service providers.
c. If the cutter's procurement authority is unavailable,
exceeded, or the cutter does not have its own procurement
authority, they should contact the following for support and
contracting assistance:
(1) Homeport (WPC and below): Their assigned Regional
Support Team (RST) Procurement and Contracting Department.
(2) Homeport (All other cutters): Their assigned SFLC
Simplified Acquisition Procurement (SAP) Section.
(3) Other USCG piers away from homeport: LOG-921 Husbanding
Services team.
4. Port Services Procedures for U.S. Navy (USN) or Other Government
Agency-owned Piers.
a. Submit a LOGREQ to request port services and fuel. Follow
procedures set forth in any Interagency Agreement (IAA), Interagency
Reimbursable Work Agreement (IRWA), and/or Memorandum of
Understanding/Agreement (MOU/MOA).
b. If the servicing agency is unable to provide services,
contact LOG-921 Husbanding Services team.
5. Port Services Procedures for Domestic Commercial Piers.
a. USCG vessels with procurement authority onboard shall procure
from commercial service providers or use a Navy Global Multiple
Award Contract (GMAC).
b. If the cutter's procurement authority is unavailable,
exceeded, or the cutter does not have its own procurement authority,
LOG-921 Husbanding Services team will provide contracting support.
This support is limited to specific husbanding services (water,
tugs, waste removal, electricity, phone lines, and transportation,
etc.) and not for general supplies/services. LOG-921 does not
provide subsistence acquisition support.

ordering systems; and adjudication of worldwide fuel product
