1. The Coast Guard Prevention Program – Commercial Regulations and 
Standards Directorate (CG-5PS) - has established an advanced education 
program for a Coast Guard officer to obtain their Master’s of Autonomy, 
IoT, or Robotics at Purdue Military Research Institute (PMRI). 
2. The selectee for this AY24 program should anticipate beginning school 
in the fall of 2024 with an anticipated graduation in the spring of 2026. 
Attending this advanced education opportunity will accrue obligated 
service per ref (c). Follow on assignments will be either to the Coast 
Guard Office of Design and Engineering Standards (CG-ENG) or the Marine 
Safety Center (MSC).
3. The Autonomy, IoT, or Robotics Professional Master’s Program at Purdue 
Military Research Institute (PMRI) began in the Fall of 2014 to focus 
on synergistic collaboration between military services and PMRI faculty 
conducting world-class research in numerous research areas of interest 
to the missions of the Department of Defense. Since 2014, over 170 military 
officers have successfully completed their advanced academic degrees 
at PMRI. More information regarding the degree and institute can be

4. Eligibility Requirements:
a. Active-Duty officers in the grades of O-2, O-3, or O-4. 
b. Hold a bachelor’s degree in a STEM field.
c. Tour complete in AY24 or projected to be in zone for promotion that, 
if promoted, would result in a billet mismatch.
d. Not currently enrolled in or previously completed a CG PG/Adv Ed program.
e. GRE scores are not required to apply for the CG PG/Ad Ed program. 
The GRE will be required to apply to Purdue and scores must be able 
to be submitted with the Purdue application by the 29 February 2024 deadline.
f. Members who have already received Assignment Year 2024 orders are 
ineligible for this program.
5. The following deadlines will apply and will be strictly adhered to:
a. Direct Access (DA) Application Submission Deadline: 26 January 2024 (Use Code MSEPG)
b. OMPF Updated in iPERMS: 26 January 2024
c. The panel will review 2023 OERs. IAW Ref E, panel applicants may 
submit a panel OER if eligible. Please contact OPM-3 with any questions 
or concerns regarding panel OERs.
6. All interested candidates shall apply in DA using “My Panel Submission” 
under the code “MSEPG” no later than 26 January 2024, to include a positive 
and finalized command endorsement. A positive command endorsement in 
DA is required to be considered by the panel. Positive endorsements 
shall only include the following verbiage: “I endorse (Member)’s application 
to be considered for the PMRI postgraduate panel. I attest that (Member) 
has reviewed and understands additional eligibility requirements, waiver 
processes, and obligated service requirements set forth in COMDTINST M1500.10 (series).”  
7. Undergraduate transcripts are required to compete for this opportunity. 
Officer applicants shall ensure their Official Military Personnel File (OMPF) 
is up to date in iPERMS, to include all applicable transcripts. ETQC 
enters degree conferral data into DA and a members OMPF. Instructions

8. Panel Materials: Each applicant shall ensure their record is up to 
date and accurate while adhering to the deadlines outlined in paragraph 
4 of this message. The panel will view the following items while in session:
a. OMPF in iPERMS
b. Employee Summary Sheet (in Board View)
c. DA panel submission
d. Reporting Officer OER Comparison Scale Data in DA
9.  Panel Schedule: The Panel will convene on 01 February 2024.
10. Results: Primary and alternate selections will be announced via 
ALCGOFF after the results are approved. Upon the results message release 
and transmission of an official acceptance memo from OPM-1, the primary 
selectee will be afforded 5 business days to formally accept or decline.
11. The following deadlines will apply to the selected member:
a. The selected member must apply to Purdue Graduate School and PMRI 
Fellowship by 29 February 2024. 
b. Submit GRE standardized test scores as part of the application process 
to Purdue Graduate School by 29 February 2024.
