SUBJ: DHS ETHOS TRAINING FOR COAST GUARD CIVILIANS - 2024 POLICY
AND TRAINING DATES
1. This ALCOAST announces the 2024 Department of Homeland Security
(DHS) Ethos Training policy and training dates. The DHS Ethos
Training for new Coast Guard civilian employees is part of the Coast
Guard Acculturation Program (CGAP). This Acculturation Program will
be conducted in two phases. Phase 1 mandates that newly hired Coast
Guard civilian employees attend a one-day DHS Ethos Training within
90 days of onboarding. Phase 2 will launch at a later date, and will
provide training for new civilian employees on the following topics:
(1) CG History, (2) CG Organization, (3) CG Missions, Rates, Ranks,
Vessels, Customs, and Traditions, and (4) Civilian professional
development opportunities and resources.
2. In 2022, DHS launched the DHS Professional-Public Service Ethos
Initiative. The intent of this initiative is to emphasize the real-
world implications and impacts of DHS public service and to help
foster the development of a departmental culture grounded in core

3. As part of the DHS Professional-Public Service Ethos Initiative,
all new DHS civilian employees are required to attend a one-day
DHS Ethos Training as part of their onboarding process. This mandate
applies to all components reporting to DHS, to include the Coast
Guard.
4. New CG civilian employees who onboarded after 28 July 2023 must
attend one of the DHS Ethos Training sessions within 90 days of
their start date. Attendance reports will be forwarded periodically
to Coast Guard and DHS leadership. FORCECOM's Civilian Career
Management (CCM) Team, a branch of the Career Investment Division
(FC-CI), will provide the DHS Ethos Training on the following
days/times in 2024 to accommodate districts in various time zones:
a. 11 Jan 2024 at 1000-1600 ET
b. 25 Jan 2024 at 1300-1900 ET
c. 29 Feb 2024 at 1000-1600 ET
d. 28 Mar 2024 at 1300-1900 ET
e. 25 Apr 2024 at 1000-1600 ET
f. 30 May 2024 at 1300-1900 ET
g. 27 Jun 2024 at 1000-1600 ET
h. 25 Jul 2024 at 1300-1900 ET
i. 29 Aug 2024 at 1000-1600 ET
j. 26 Sep 2024 at 1300-1900 ET
k. 24 Oct 2024 at 1000-1600 ET
l. 21 Nov 2024 at 1300-1900 ET
m. 12 Dec 2024 at 1000-1600 ET
Training dates for 2025 will be announced in December 2024 via
separate ALCOAST.
5. DHS Ethos Training will be conducted virtually through Microsoft
Teams and will be facilitated live by the CCM Team. Because the
training is interactive, working video cameras and microphones are
required. Every participant should expect to participate verbally or
through chat and may be asked to share their personal and
professional experiences. Participants can also expect several video
clips, scenario-based discussions, and guest appearances (schedule
dependent) from Flag Officers and Senior Executives.
6. Approximately two weeks prior to each DHS Ethos Training session,
the CCM Team will send a calendar invite and MS Teams link to newly
hired civilian employees who have a CG civilian email address and
who still need to attend the training. Alternatively, to register
for one of the above training dates, employees may send an email to
the CCM mailbox at: D05-SMB-FORCECOM-CCM@uscg.mil.
7. The following categories of CG civilian employees are exempt from
the DHS Ethos Training requirement:
a. Civilian employees who have previously attended DHS Ethos
Training through any of the DHS components.
b. Civilian employees who have previously worked as a federal
civilian employee for DHS or for another DHS component.
c. Civilian employees who previously served in the USCG (active
duty or reserve).
