SUBJ: REMOVAL OF THE TIME IN GRADE REQUIREMENT FOR GRADUATES
OF A-SCHOOL
A. Enlistments, Evaluations, and Advancements, COMDTINST M1000.2C
1. This ALCOAST removes the time in grade requirement in REF (A)
for advancement to E-4 upon graduation from A-School.
2. Effective immediately, all A-School graduates, with
satisfactory advancement eligibility, will fulfill all
advancement prerequisites immediately upon graduation,
streamlining the advancement process, and enabling access
to entitlements and pay for the rating role that they will be
filling.
3. The following changes are made to REF (A):
    a. The table in Section 3.A.15.a.(1) is amended to state
Advancement to: E-2 to E-3, Minimum Active Service
Requirements: Six months in pay grade E-2 (see note 3).
Advancement to: E-3 to E-4, Minimum Active Service
Requirements: Six months in pay grade E-3 (see note 3).
    b. Replace language in Note 3 with "Commanding Officers of
Training Centers may advance E-2 or E-3 members to E-4 upon
graduation from A-School."
4. All E-3 members who have graduated from A-School and have a
recommendation from their Commanding Officer or Officer in Charge
are authorized advancement effective the date of this message.
5. These changes will be made to the next revision of REF (A),
which will be released within the next year.
6. This Message will be cancelled 28 NOV 2024.
