1. In accordance with REF (A), I am honored to announce Sector
Houston-Galveston and MSST LA/LB as the CAPT Godfrey L. Cardin MSRO
Unit Excellence Award (Large and Small Unit) winners.
    a. Sector Houston-Galveston demonstrated exceptional
professionalism and remarkable performance while conducting
MSRO activities to protect five of the nation's busiest seaports.
By championing several critical security initiatives in coordination
with other governmental agencies and through the efficient use of
the Risk-Based MSRO Tool, Sector Houston-Galveston completed an
astounding 87% of the Eighth Coast Guard District's security
response operations. During these operations, Sector
Houston-Galveston executed a remarkable 6,604 underway patrol hours,
conducted 178 High Interest Vessel (HIV) boardings, and completed
302 escorts of High-Capacity Passenger Vessels (HCPV) or vessels
carrying Select Certain Dangerous Cargo (SCDC).
    b. MSST LA/LB demonstrated remarkable resolve while conducting
MSRO activities in the nation's largest and economically vital port
complex of Los Angeles and Long Beach. MSST LA/LB led all PACAREA
MSSTs in executing an impressive 342 underway patrol hours,
completed 37 high-capacity passenger vessel escorts, and conducted
106 small vessel security boardings. While deployed, MSST LA/LB
provided exceptional MSRO support to four Sector Commanders during
high-visibility National Special Security and DHS Special Event
Assessment Rating events and routine operations.
2. I am appreciative of each unit that submitted solicitations for
the CAPT Godfrey L. Cardin MSRO Excellence Awards, and I commend
each nominee for their remarkable commitment to safeguarding our
fellow citizens and the Marine Transportation System. I am pleased
to recognize the below nominees, listed alphabetically, for their
teamwork and successful contributions to MSRO:
