1. By order of the Commandant and IAW REF (A), the National Ensign
shall be flown at half-mast from sunrise until sunset on Tuesday,
12 Dec 2023, in honor of Rear Admiral Roy J. Casto, USCG
(retired).
2. The National Ensign shall be flown at half-mast on all Coast
Guard buildings, grounds, and vessels not underway.
3. As announced in REF (B), RADM Roy J. Casto, USCG (retired),
passed away 31 Jul 2023, in Lynchburg, Virginia, at the age of
74. RADM Casto will be interred at Arlington National
Cemetery on Tuesday, 12 Dec 2023, at 1100. RADM Casto's biography
