TO OPERATIONAL LOGISTICS COMMAND (LOGCOM)

1. I am pleased to announce that the Director of Operational
Logistics (DOL) has transitioned to Operational Logistics
Command (LOGCOM).
2. DOL was established in 2010 under the leadership of a flag
officer "Director" as part of the Deputy Commandant of Mission
Support (DCMS) enterprise. DOL was born out of a recognized
need for consistency in policies and processes across Coast
Guard units. The majority of mission support work at the time
was conducted with locally developed practices, leading to
inefficiencies and disparities in readiness levels and service
quality. Over the last 13 years, DOL played a crucial role in
ensuring seamless logistical processes, from routine operations
to rapid contingency responses.
3. With 23 Bases and Base Detachments, LOGCOM employs a tiered
support structure to efficiently address operational requirements
through administrative/personnel support (LOG-1), base operational
support (LOG-3), logistics and contingency support (LOG-4),
financial support (LOG-8), contracting and procurement support
(LOG-9), and expeditionary logistical support (LOG-X).
4. LOGCOM's ability to deliver consistent and reliable support is
heavily dependent on its base structure. With ongoing support from
existing bases and the establishment of new ones, LOGCOM has gained
significant momentum and relevance. In November, LOGCOM will
establish Base Guam, followed by Base St Louis and Base Borinquen
in December. During the summer of 2024 Base North Bend will be
established.
5. A critical aspect of the LOGCOM function is striking a balance
between regional operational demands and an enterprise-wide
perspective. By maintaining technical and business discipline,
LOGCOM caters to the requirement for a single point of contact
during contingencies when time is of the essence.
6. LOGCOM's newest capability is expeditionary logistics support.
Over the past year, LOG-X supported numerous National Security
Cutter and Fast Response Cutter deployments throughout the Pacific,
Oceania, and the Western Hemisphere. LOG-X also maintains a
Deployable Support Team (DST) of multiple ratings and specialized
skills and has full time liaison officers assigned to Indo-Pacific
Command, U.S. Navy Logistics Western Pacific, and Joint Interagency
Task Force South.
7. While DOL's legacy missions do not change with the renaming of
the unit, LOCGOM has significantly matured since the initial
stand-up of DOL, bringing on new capabilities to meet the Services'
ever-growing demand for logistics support to execute Coast Guard
operations across the globe. LOGCOM prioritizes customer focused
mission support, and remains committed to customer service, robust
financial management, strategic contracting, efficient base
operations, and unwavering dedication to Coast Guard mission
execution.
