SUBJ: COAST GUARD-WIDE MODERNIZATION OF TELEPHONE SYSTEMS
A. CIO Note 013/22 - Coast Guard-wide Modernization of Telephone
Systems
B. CIO Note 009/23 - Coast Guard-wide Modernization of Telephone
Systems
1. As announced in REFs (A) and (B), the C5I Service Center has
launched a large-scale, multi-year initiative in partnership with
the Defense Information Systems Agency (DISA), to modernize the
Coast Guard's telephone system infrastructure. This transition marks
a significant advancement towards enabling a connected and mission-
ready workforce envisioned in the Tech Revolution. This ALCOAST
announces the C5I Service Center's Telephony Modernization Portal
Site that contains detailed information, resources, and guidance for
units, commands, and customers on the overall modernization effort.
2. Background. The Coast Guard's telephone systems have reached
their end of service life and no longer meet the demands of today's
modern workforce operating in a dynamic and remote environment.
Further, many service providers are terminating support and service
delivery of legacy systems in various locations throughout the Coast
Guard. Legacy systems will be replaced with managed cloud-based
telephone services using Voice over Internet Protocol (VoIP)
solutions. A hybrid combination of three state-of-the-art VoIP
technologies will be deployed including the Microsoft Teams DoD365
Integrated Phone System, CGOne Enterprise VoIP (eVoIP) solutions,
and vIPer (secure eVoIP).
3. Telephony Modernization Portal Site. Given the highly-complex
nature of this modernization effort, complete details are available

4. Actions. Commands, units, and customers shall review the ALCOAST
Supplemental located in the "ALCOAST References" section of the
Telephony Modernization Portal site for a detailed description of
the modernization effort including timelines, impacts, and what to
expect.
5. COMDT (CG-6) is acutely aware how legacy telephony systems are
impacting the Coast Guard's operational capability and is committed
to improving telephony capabilities for command centers, call
centers, individual customers, and units.
6. Relevant updates on the modernization effort will be announced
through various communication channels including subsequent CIO
Notes, ALCOAST SITREPs, and the Telephony Modernization Portal site.
