SUBJ: SOLICITATION FOR THE US ARMY EDUCATION AND INFORMATION
SCIENCES (EDIS) MENTORSHIP PROGRAM
1. This ALCOAST is soliciting for two Coast Guard civilian mentors
and two Coast Guard civilian mentees for the Army EDIS Mentorship
Program, Cohort 9.
    a. FORCECOM's Civilian Career Management (CCM) office, a branch
of the Career Investment Division (FC-CI), oversees the Army EDIS
Mentorship Program for the Coast Guard. The Army EDIS Mentorship
Program is a cross-agency formal mentorship opportunity designed to:
help mentors and mentees improve their leadership, interpersonal and
technical skills; foster networking and collaboration skills through
the exchange of ideas among program participants; and enhance
civilian career development.
    b. The 12-month hybrid program includes three mandatory week-long
training sessions that correspond with the opening, mid-point, and
closing points of the program and mentoring relationship. The
opening and closing sessions will be onsite at Fort Eustis in
Newport News, VA. The mid-point training will be conducted
virtually. Courses such as Federal Resume Writing, Crucial
Conversations, Influential Leadership, Emotional Intelligence,
Red Teaming, and Dominance, Influence, Steadiness, Conscientiousness
(DISC) Assessment will be offered during these training sessions.
Additional professional development activities and training will
be conducted virtually throughout the year, to include collaborative
research and presentation projects for the mentors and mentees.
2. Duration: Cohort 9 will be held January 2024 – January 2025.
    a. Initial Orientation at Fort Eustis is 30 Jan – 2 Feb 2024.
    b. Mid-Point Virtual Session is 6 – 8 Aug 2024.
    c. Closing Session at Fort Eustis is 27 – 31 Jan 2025.
3. Eligibility:
    a. Mentors should be permanent GS-13 through GS-15 (or
equivalent).
    b. Mentees should be permanent GS-9 through GS-12 (or
equivalent).
    c. Applicants must have at least 12 months as a permanent
full-time USCG civilian at the time of application.
    d. Applicants must have received “exceeds expectations” or higher
on most recent performance rating.
    e. Concurrence of immediate supervisor is required.
4. Cost:
    a. Program training fees will be funded by FORCECOM Career
Investment Division.
    b. Travel expenses for in-person sessions must be funded by the
participant’s unit.

6. The selection panel will convene on 16 October 2023. Selected
mentors and mentees will be notified NLT 20 October 2023.
