1. This ALCOAST announces the official promulgation of the
Cyberspace Insignia.
2. Per Commandant Direction, the Cyberspace military qualification
insignia and equivalent civilian pin have been approved for members
of the Coast Guard Cyberspace workforce.
3. The Cyberspace Insignia represents the complementary nature of
the elements of the Cyberspace Workforce who design, build,
configure, secure, operate, maintain, sustain, defend, and protect
DHS/USCG, DOD, and US cyberspace resources; conduct related
intelligence activities; enable Coast Guard operations; and project
power in or through cyberspace.
4. Members will be permanently entitled to the Cyberspace Insignia
after completing five years in DOD Cyberspace Workforce Framework
(DCWF) work roles and after meeting the following:
a. (Active Duty and Reserve Commissioned Officers) Satisfy the
minimum requirements of the CYB10 Journeyman level.
b. (Active Duty and Reserve Chief Warrant Officers) Achieve
advanced DCWF work role competency level in accordance with REF (D).
c. (Active Duty and Reserve enlisted personnel (E-4 and above))
Earn one of the following competencies: CYB-DOD; CYB-DCO; CYB-DNEA;
CYB-EA; CYB-ION; or advanced DCWF work role competency level in
accordance with REF (D).
d. (Civilians) Comply with position description requirements.
5. Members will receive temporary entitlement to the Cyberspace
Insignia while serving in a DCWF assignment and meeting the
following:
a. (Active Duty and Reserve Commissioned Officers) Satisfy the
minimum requirements in at least one CYB10 subspecialty at level II.
b. (Active Duty and Reserve Chief Warrant Officers) Achieve an
intermediate DCWF work role competency level in accordance with
REF (D).
c. (Active Duty and Reserve enlisted personnel (E-4 and above))
Achieve intermediate DCWF work role competency level in accordance
with REF (D).
d. (Civilians) Not eligible.
6. Further details regarding the policy and procedures for the
Cyberspace Insignia are outlined in REF (E). The Cyberspace Insignia
and civilian pin will be retroactively awarded to any member who
meets the requirements outlined in REF (E).
7. For permanent entitlement, the Cyberspace Insignia Certificate,
maintained electronically by COMDT (CG-791), must be signed and
issued by the issuing authority (see REF(E)). The unit's Servicing
Personnel Office (SPO) must record award of the Insignia in Direct
Access and in the member's OMPF. Award of the Cyberspace Insignia
will be documented in the awardee's record. For temporary
entitlement, an Administrative Remarks, Form CG-3307 entry must
be made.
8. The insignia design is being conducted within the Cyberspace
Workforce Integrated Planning Team (IPT) in collaboration with the
Clothing Design & Technical Office (CDTO). On completion,
COMDT (CG-791) and PSC-PSD-MU will coordinate with the commercial
vendor to finalize the physical insignia production timeline.
9. No paper distribution will be made of REF (E). An electronic copy
