SUBJ: SOLICITATION FOR THE DHS JOINT MISSION FELLOWS PROGRAM
1. The Office of Leadership, COMDT (DPR-5), is soliciting
applications for the DHS JOINT MISSION FELLOWS PROGRAM (JMFP)
a. This opportunity is being offered as part of the wider DHS
Academic Programs Fall Open Season for civilians and
military members.
b. The DHS Academic Programs cultivate creative homeland
security strategic analysis and decision-making skills through
high-quality, fully-accredited academic programs. Additionally, many
of the programs offer DHS employees the opportunity to earn a
fully-funded degree; or to attend a professional development program
that offers graduate credits toward a degree.
c. This is a cost-sharing opportunity where DHS provides tuition,
books, and materials, as well as local travel (i.e., bus to move
from in-residence site to touring location) for scheduled site
visits, and the individual's Unit provides funding for all other
associated travel, lodging, and per diem costs.
2. The Program.
a. The DHS Joint Mission Fellows Program (JMFP) is a blended
program, a combination of both in-residence and virtually led events
that builds a cadre of mid-level leaders with formal mission
skills, qualifications, and experience. Fellows participate in a
six-month developmental program to inculcate national strategic and
operational planning skills and knowledge. The JMFP advances
national and homeland security objectives, while building core
leadership methods and techniques, with an emphasis on leadership
in crises, ethical, scientifically supported, critical analysis,
and decision making. The program surveys important events in
American military, political, economic, and social history.
(1) Eligibility: GS-11 - GS-13 civilians, O3 - O4 or
E5 - E7 military.
(2) Application Deadline: Completed nomination packages are
due to the CG POC NLT COB 20 Oct 2023.
(3) Program Duration: 6 months.
(4) Session Dates:
i. Online: Tuesdays and Thursdays, from 06 Feb
through 19 Jul 2024.
ii. In person: 25-29 Feb 2024, Springfield, VA and 14-19
Jul 2024, Harpers Ferry, WV.
(5) The JMFP is delivered online with two weeklong residences
in Springfield, VA and Harper's Ferry, WV.
