SUBJ: SOLICITATION FOR FY24 MIDGRADE OFFICER AND CIVILIAN
TRANSITION COURSE (MOCTC), SENIOR LEADER TRANSITION COURSE (SLTC)
AND SENIOR LEADERSHIP PRINCIPLES AND SKILLS (SLPS)
1. This ALCOAST provides course overviews and Electronic Training
Request (ETR) submission procedures for courses within the Officer
and Civilian Leadership Continuum (OCLC) for FY24. Officer and
Civilian leadership development courses provide excellent
opportunities to improve your leadership abilities and are
an organizational investment in your professional and personal
development.
2. Midgrade Officer and Civilian Transition Course (MOCTC - 100139)
is targeted for all O-3 and GS-12 CG personnel. As officers and
civilian personnel transition to roles of greater responsibility and
broader impact, their leadership abilities and approaches must
evolve to handle more complex leadership challenges. MOCTC's primary
focuses within the Leadership Development Framework (LDF) are
Leading Self, and Leading Others and Teams. The course's learning
outcomes enhance self-awareness, critical thinking, and
interpersonal mastery. MOCTC aims to provide graduates with
developmental experiences that prepare them for service as Coast
Guard Leaders who:
a. Evaluate self-awareness to discover intrinsic motivations and
formulate a plan for self-improvement;
b. Analyze and improve the level of critical thinking to prepare
for future adaptive challenges; and,
c. Develop the capacity to engage in higher levels of productive
relationships.
3. MOCTC commitment: MOCTC is delivered in a blended format over a
period of six weeks, including five weeks online pre-residency work
followed by a one-week in-person resident session. The asynchronous
online coursework requires a 2-3 hour commitment per week and
includes reading, participation in online discussion boards, and
various other assignments. Completion of the online coursework is
required to attend the residency period.
4. MOCTC convenings: Three convenings will be offered in FY24.
Resident sessions will convene on:
a. MOCTC 01-24: 12/11/2023 - 12/15/2023 in New London, CT;
b. MOCTC 02-24: 03/04/2024 - 03/08/2024 in New London, CT; and,
c. MOCTC 03-23: 06/03/2024 - 06/07/2024 in Los Angeles, CA.
5. Senior Leader Transition Course (SLTC - 100437) is targeted for
all O-4 and supervisory GS-13 CG personnel. As officers and civilian
personnel advance in our organization, they must activate their
transition from operational leaders focused on tactical competency
to leaders who can effectively engage on the strategic and
organizational level required of future senior leaders. O-4s and
GS-13s must expand their ability to become intellectually agile and
engage in finely tuned diagnostic skills to maneuver in the dynamic
conditions of highly complex, strategic environments. The primary
focuses of SLTC within the LDF are Leading Performance and Change
and Leading the Coast Guard. Learning outcomes enhance decision
making, strategic and systems thinking, and teaming, shared
leadership, and change management. SLTC provides graduates with
developmental experiences to prepare Coast Guard leaders who:
a. Assess, develop, and articulate reasoned judgments on tactical
and strategic issues;
b. Develop and interpret the role of strategic and systems
thinking throughout your world of work; and,
c. Generate the processes and capabilities to lead collaboration
with teams and external stakeholders to execute innovation and
positive change.
6. SLTC commitment: SLTC is delivered in a blended format over six

facilitated leadership seminar for all O-5 and GS-14 personnel. It
focuses discussions around four content areas:
a. Leadership foundations;
b. Emotional intelligence and interpersonal communications;
c. Self-awareness, feedback, and reflection; and,
d. Senior leader perspective.
9. SLPS convenings: Three convenings will be offered in FY24.
Resident sessions will convene on:
a. SLPS 01-24: 02/26/2024 - 03/01/2024 in New London, CT;
b. SLPS 02-24: 06/03/2024 - 06/07/2024 in Alameda, CA; and,
c. SLPS 03-24: 07/08/2024 - 07/12/2024 in Washington, DC.
10. Application procedures: To request to attend MOCTC, SLTC, or
SLPS during FY24, submit an ETR via Direct Access (DA) through your
unit training officer. The DA course codes are listed in the course
descriptions above in this message. Enrollment for OCLC courses is
first come first served based on the ETR submission date. The ETR
deadline for OCLC courses is one month before pre-residency work
begins.
