1. I am pleased to announce CDR Jonathan White, C5ISC-ISD,
and Mr. Ryan Bellack, C5ISC-UCPL, are the active duty and
civilian recipients of the 2022 CDR John P. Dailey Award.
    a. CDR Jonathan White is assigned to the Command,
Control, Communications, Computers, Cyber, & Intelligence
Service Center's (C5ISC) - Infrastructure Services
Division (ISD). Serving as the Infrastructure Managed
Services Branch Chief, CDR White demonstrated exceptional
mentorship while leading staff to rapidly design, develop,
test, and deploy, modernized cloud and data infrastructure
capabilities, which have helped fulfill the Commandant's
strategy of modernizing IT and leveraging data to make
decisions. Under his leadership, an 80-person branch (10
military, 20 Civilian, and 50 contractors) delivers
enterprise identity services, cloud infrastructure,
integrated data environment, robotic process automation,
IT asset management, patching & compliance, CG Test
environment, and desktop image development. Despite the
significant scope of his responsibilities, CDR White is
a dedicated mentor to civilian supervisors and junior
officers (JO) in the field of technological execution.
He employs continual process improvement and lives by the
CG core values of Honor, Respect, and Devotion to Duty. His
cross-functional leadership, organizational knowledge, and
technical expertise were critical in laying the groundwork
for future deployment of cloud and data infrastructure,
and he conducts bi-monthly mentoring sessions with junior
officers to deepen their technical expertise, identify
career growth opportunities, and gain a wider understanding
of DoD and DHS strategic technology goals. He has also
mentored members of CG Cyber Command and shared insights
into C5ISC's operations and career opportunities and has
consistently provided valuable career advice, clear goals,
and aligned cross-functional teams towards a common goal
of deploying technology to the Coast Guard workforce. His
unwavering commitment to the professional development of
others, and advocacy has paid dividends in expanding
awareness about professional C5I career opportunities and
deploying new IT capabilities to the Coast Guard while
providing a high-level support for new initiatives,
removing organizational barriers and fostering teamwork.
    b. Mr. Ryan Bellack is assigned to the Command, Control,
Communications, Computers, Cyber and Intelligence Service Center
(C5ISC) - Unified Capabilities Product Line (C5ISC-UCPL).
Serving as the Deputy Product Line Manager for the Unified
Capabilities Product Line (UCPL), Mr. Bellack's performance
has been nothing short of exceptional. His willingness to
mentor his team and peers on the nuances of budget, project
management, and professionalism in the workplace is without
equal throughout the C5ISC. He serves as the organizational
glue that kept the 30-member product line functioning
efficiently and effectively while employing liberal use of
telework, remote work and geographically dispersed worksites.
His tenacity and advocacy for his team was instrumental in
recognizing and retaining top performing members, including
support of military leadership rotating within the C5ISC and
CG Cyber Communities. He leads by example and continuously
mentors his team on technical, leadership and growth
opportunities. A staunch advocate for professional development,
he encourages team members to pursue ISC2 Certified Information
Systems Security Professional and Contracting Officer
Representative Trainings. Away from the Coast Guard, also Mr.
Bellack serves as an adjunct profession at the University of
Maryland Global Campus, where he provides career guidance and
motivation to those looking to advance their careers, where he
instills the principles of hard work, determination, and positive
thinking in the next generation of Information Technology (IT)
leaders. Mr. Bellack excels at mentoring a diverse workforce
consisting of supervisors, civilians, junior officers and
contractors, and his door is always open for others where he
adeptly improves collaboration through both video and chat
capabilities to foster an inclusive work environment.
2. This award was established in honor of CDR John P. Dailey,
whose distinguished Coast Guard career symbolized the highest
standards of excellence in leadership, professionalism, and
mentorship. The award is presented annually to one military and
one civilian Coast Guard employee. The 2022 winners were chosen
through a review process that included screening and final
selection by a board of senior officer, civilian, and
enlisted leaders.
3. CDR White and Mr. Bellack continue the tradition of
outstanding leadership and mentoring exemplified by CDR John
P. Dailey. I congratulate and commend them for their Service
to the Nation, Duty to People, and Commitment to Excellence.
I am truly impressed by the superior quality of leadership and
mentorship exhibited by all those nominated for this prestigious
award. We have many dedicated and capable individuals in our
C4IT community.
