1. This ALCOAST announces the USCG modernization of the medical and
dental radiology systems to include hardware upgrades and
integration with the Electronic Health Record (EHR), Military Health
System Genesis in an effort to deliver better patient care. The EHR
Acquisition (EHRA) Program Management Office (PMO) recently
completed the pilot at TRACEN Petaluma and will be deploying updated
radiology systems at the 27 remaining clinics that have existing
radiology capability in cooperation with the Defense Health
Agency (DHA) systems.
2. EXPECTED SCHEDULE: USCG's radiology equipment deployment is
expected to take 15 months to complete all 27 sites. Pre-deployment
activities will occur in FY23Q4. The rollout will primarily be
grouped by geographic locations in two waves, with Wave 1 (East
Coast Focus) planned for FY24Q1-FY24Q2 and Wave 2 (West Coast Focus)
planned for FY24Q3-FY24Q4. Site installation duration of new medical
and dental equipment is approximately 1-2 months.

4. COMMAND EXECUTIVE AND SITE ENGAGEMENT BRIEFINGS:
The PMO will host command engagement briefings (CEBs) via
Teams calls for local commands of in-scope clinics as well as
clinic leadership. The CEBs will be scheduled for 23 and 24
AUG at 1400 ET. These are identical presentations so attendance
is only necessary for one or the other. The PMO will also host
site engagement briefings (SEBs) to address site-specific
details such as such as local logistics and scheduling of
deployment activities to include site surveys, hardware installs,
and training. Participating entities for SEBs shall include the
clinic administrator, clinic supervisor, Regional Practice
Managers, local Electronic Support Detachment, and Facilities.
5. SERVICE INTERRUPTION:
The installation work will require some interruption of radiological
services. Dental radiology is expected to be unavailable for 2
weeks. Medical radiology is expected to be unavailable for 1 month.
6. DISPOSTION OF LEGACY RADIOLOGY:
The Mission Support Systems Product Line (MSSPL) will coordinate the
disposition of legacy medical and dental radiology images.
Coordination of these activities will be included as part of the
radiology SEBs to ensure alignment. DHA will coordinate disposition
of medical radiology equipment. Clinics shall contact Facilities/
Logistics departments for disposition of legacy dental equipment
prior to start of the disposition process. Use of legacy medical and
dental radiology equipment is not authorized unless that equipment
has been incorporated into the modernized radiology configuration.
7. SITE EFFORT EXPECTATIONS:
Each in-scope clinic should expect to participate in regularly
scheduled meetings, a site survey, training, and other necessary
coordinating efforts to ensure sufficient understanding and adoption
of the new radiology workflow.
8. IMMEDIATE REQUEST FOR INFORMATION:
All clinics should consult REF (A) before making any physical
changes for in-scope radiology areas after the conclusion of the
site survey. Any changes may severely delay the radiology
modernization at that clinic. Sites expecting to be dislocated from
their current locations within FY23, FY24 or FY25 (e.g.,
construction, permanent relocation, etc.) should contact the EHRA
PMO immediately. This direction includes any relocation of
radiological equipment within the facility or healthcare service
requests.
