1. All members are highly encouraged to pursue at least one Special 

Assignment (SA) during their career. These career broadening assignments 

provide members valuable opportunities to represent their ratings, 

network, and learn about other operational and mission support 

activities. Furthermore, serving in a SA increases your selection 

potential for future highly visible leadership and management 

positions (e.g. Silver Badge, OIC, and School Chief). 

2. This message solicits candidates and outlines the application process for 

members interested in a special duty assignment in the Office of  

Congressional Affairs (CG-0921) as an Enlisted Congressional Affairs  

Liaison in AY24. This is a two-year assignment opportunity. 

3. Senior Enlisted Congressional Liaisons will serve as Coast Guard 

representatives and advocates, working within the Senate or House 

Liaison Office to promote understanding and support of the Coast 

Guard within the legislative branch. Liaisons respond to congressional 

inquiries, coordinate congressional hearings and briefs, as well as plan 

and lead congressional delegations to Coast Guard units. Assignment as a 

Congressional Liaison is a unique opportunity to represent and 

advocate for the Coast Guard at the highest levels of government. 

Congressional Liaisons complete approximately six weeks of travel 

per year and are required to attend regular after-hours engagements. 

Enlisted members assigned to CG-0921 wear business attire and are 

authorized a clothing stipend in accordance with ref (C). 

4. Eligibility: 

a. Tour complete in AY24 or AY25. 

b. Must be an E7 (above the cut for E8) or E8 (not above the cut for E9). 

c. Meets the requirements listed in ref (A), CH 1.E.2. 

5. Process/timeline: 

a. NLT 18 Aug 2023: Applications are emailed to EPM-2 at 

HQS-SMB-PSC-EPM-2-SpecialAssignments@uscg.mil. 

b. OOA  15 Sep 2023: Selection results are released via email. 

c. The expected report date is 01 Jul 2024. 

6. Application Guidelines: Members and Commands should pay close attention to 

the requirements listed in the Program Information Sheet found at ref (B). 

Incomplete or improperly formatted applications will be returned. 

Deadline extensions will not be granted to correct errors. 

7. The Special Assignments Officer will coordinate the release from rating 

process. Applicants should not contact their detailer asking if they can 

be released from rate.
