Handling Program Policy, COMDTINST 11260.1

C. 29 CFR 1910.179(b)(5)
1. IAW REFs (A) and (B), all Coast Guard-owned weight handling and
material handling equipment (WHE/MHE) shall be inspected to verify
the asset has an accurate manufacturer's data plate permanently
affixed and legible. Discrepancies identified with manufacturer's
data plates will be reported to the Support Equipment Product Line
(SEPL) via a Technical and Equipment Authorization Request (TEAR),
or in the Electronic Asset Logbook (EAL), when a unit has enrolled
SE assets.
2. IAW REFs (A) and (C), all Coast Guard-owned WHE/MHE shall be
inspected to verify the asset has accurate and visible exterior
markings. Clear asset markings ensure riggers, signalpersons,
safety supervisors, and bystanders have awareness of the asset's
capability. Markings may be painted, stenciled, or affixed by other
means that clearly mark the exterior. Vinyl adhesive or
retroreflective tape/stickers are authorized.
3. The markings must be applied on both sides of the asset in 3-inch
black block letters on a yellow background. They may be applied on
one large background, or separately in alternating locations on the
same side of the asset in the most conspicuous area.
4. If these instructions cannot be followed due to constraints
imposed by the size of available space, or other limiting
characteristics of the support equipment, a waiver shall be
requested via the SEPL using the TEAR process at:

https://uscg.sharepoint-mil.us/sites/TEAR

Numbers shall be 1-inch or larger. The background size shall be
6-inches by 9-inches or larger. Smaller sizes are not authorized.
5. The markings must include:
    a. Working Load Limit (WLL)
    b. Vehicle Weight (VW)
    c. date of the last Safety Inspection Date (SID).
