OPERATIONS AWARD WINNER

1. I am pleased to announce and congratulate MEC Amy Halperin of
USCG District Eleven (dre) as the recipient of the 2022
BMCS Terrell Horne III Excellence in Drug Interdiction Operations
Award.
2. As a deployable team leader at Pacific Tactical Law Enforcement
Team, MEC Halperin advised the surface action group commander for
all law enforcement operations while deployed aboard the HNLMS
HOLLAND. During a two month patrol, MEC Halperin planned and led 10
joint boardings resulting in the interdiction of four illicit drug
trafficking vessels and the seizure of over 7,000kg of cocaine,
valued at $210 million. Now serving at District Eleven (dre), MEC
Halperin immediately took ownership of District Eleven's weapons and
non-compliant vessel pursuit (NCVP) programs. She organized and
hosted several maritime law enforcement town halls and NCVP round
ups, ensuring District units maintained a high level of readiness
required to safely and effectively conduct high risk law enforcement
operations. Outside of her primary duties, MEC Halperin is an active
participant in the District Eleven Chief's Mess, Women's Leadership
Initiative, Leadership Diversity and Advisory Council, and the
Commandant's Women's Retention Review Team.
3. The runner-up for this award goes to BM1 Christopher Schadt of
USCGC GLEN HARRIS for his outstanding efforts executing counter drug
operations in support of Patrol Forces Southwest Asia.
4. The volume of outstanding nominations made selection difficult.
Not all nominees may be aware of their nomination, so I strongly
encourage units to publicly recognize the nominees' accomplishments
and leadership examples in addition to document their nomination in
their performance evaluations.
5. Bravo Zulu to all the nominees and the many personnel who perform
this important mission everyday. The Coast Guard consistently
relies on our workforce to perform this critical Homeland security
mission.
