SUBJ: UPDATE TO RECRUITING MANUAL TO ENHANCE LAWFUL PERMANENT
RESIDENT (LPR) ENLISTMENT
A. Coast Guard Recruiting Manual, COMDTINST M1100.2G
1. This ALCOAST announces a policy change to Chapter 4, Section C.1
table 4-3 in REF (A) titled "Basic Citizenship Requirements for
Enlistment".
    a. The following requirement will be removed:
"The Accessions Division (CG RC-acc) must approve the enlistment of
any Lawful Permanent Resident alien unless otherwise specified by
CG PSC-c or CG RC-c. Further, Lawful Permanent Resident aliens must
be fully adjudicated before accession and their green card
expiration date must be beyond the initial enlistment obligation."
    b. The following statement will be added:
"An alien lawfully admitted into the United States for permanent
residence in accordance with 8 USC Section 1101(a)(20), 8 USC
Section 1401 et seq, 10 USC Section 504, and 10 USC Section 12102
shall be allowed to enlist in the active duty or reserve as long as
applicant possesses a valid USCIS Form I–551 card with an expiration
date more than 180 days from date of shipment to training. Any USCIS
Form I–551 card with an expiration date within 180 days of accession
date must be renewed and be valid for at least 180 days after the
applicant's scheduled accession date for initial training."
2. All USCG Recruiters and personnel are advised that LPR holders
are now eligible for all active duty and reserve enlistments
regardless of service obligation as long as the applicant's I-551
card's expiration date is more than 180 days from the date of their
accession into the Coast Guard. This policy change reflects similar
standards that DOD services offer recruits.
3. USCG Recruiting Offices are encouraged to engage LPR holders and
engage in communities where LPR holders may be found. USCIS
naturalized approximately 10,640 military LPR holders in 2022.
4. The change to REF (A) will be reflected in the next release of
REF (A), which will be released within the next year.
5. This message will be cancelled on 10 MAY 2024.
