SUBJ: SOLICITATION FOR THE PRESIDENT'S MANAGEMENT COUNCIL (PMC)
INTERAGENCY ROTATION PROGRAM
1. This ALCOAST solicits applicants and rotation hosts for the
President's Management Council (PMC) Interagency Rotation Program,
Cohort 22.
    a. The PMC Interagency Rotation Program is managed by the Office
of Personnel Management (OPM) and enables emerging Federal leaders
to expand their management skills, enhance leadership competencies,
broaden organizational experiences, and foster networks to leverage
in the future.
    b. This six-month program provides high-potential USCG civilians
(GS 13-15 or equivalent) with cross-agency opportunities designed to
develop a broader understanding of government and public leadership.
    c. Rotational assignments that require TS/SCI are not encouraged.
2. Cost and Duration:
    a. There is no cost to participate.
    b. All TAD costs for the in-residence sessions must be funded by
participant's unit.
    c. Cohort 22 will be held October 2023 - March 2024.
3. Eligibility and application procedures:
    a. Permanent GS-13 through GS-15 (or equivalent).
    b. Full-time DHS (USCG) for at least 18 months.
    c. Have a performance rating of "exceeds expectations" or higher.
    d. Have concurrence of immediate supervisor and component
leadership.
4. Both the Applicants' Participant Statement of Interest forms and
the PMC Host Rotation Experience forms are due to the PMC POC NLT
