SUBJ: 2023 NAACP ROY WILKINS RENOWN SERVICE AWARD
1. The Coast Guard is accepting nominations for the 2023 National
Association for the Advancement of Colored People (NAACP) Roy
Wilkins Renown Service Award. The award recognizes outstanding
contributions and accomplishments of Coast Guard personnel, military
and civilian, who promote civil rights and who represent the
qualities and core values of their respective branch of service.
The award is open to Coast Guard service members (active duty or
reserve) and civilian employees. Anyone within the Service can
nominate a deserving individual by submitting materials as outlined
in Paragraph 3. The award's period of performance is April 2021 to
December 2022.
2. All nominees will be evaluated according to the following
criteria:
    a. Distinguished themselves by promoting the tenets of
civil/human rights, equal opportunity, human relations, and/or
public service.
    b. Displayed exceptional character that distinguishes an
individual as an outstanding leader, role model, or mentor by
promoting the development or advancement of all personnel,
including women and minorities.
    c. Contributed to equal opportunity for advancement based on
merit and fitness for all members of the Armed Services and
civilians, including women and minorities.
    d. Believed in and practiced the tenets of a democratic society,
including the belief that all people are created equal, and that
freedom is a right that must be protected at all times.
    e. Assisted in overcoming discrimination and eliminating
barriers that hinder equal opportunity for all members of the
Armed Services and civilian employees, including women and
minorities.
    f. Supported the full integration and promotion of all personnel
to include minorities and women within the Coast Guard and civilian
workforce.
    g. Created opportunities that support and contribute to the
mentorship, development, advancement, or retention of all personnel,
including women and minorities, in government service consistent
with merit system principles.
    h. Created job or training opportunities that will support and
contribute to advancement of all Service members, including women
and minorities, in the Armed Services or civilian workforce.
3. Nominations must include the following:
    a. A signed Command cover memorandum.
    b. Award Nomination Transmittal Form - for a copy of this form,
please contact the Point of Contact (POC), below.
    c. One-page narrative describing the accomplishments warranting
recognition.
    d. Citation, not to exceed 12 lines, highlighting the
accomplishments of the nominee.
    e. One-page biography of the nominee.
    f. A digital (.jpg format) head and shoulder color photograph of
the nominee.
    g. Documents c., d., and e. must be in MS Word, 12-point font,
single spaced with one-inch margins. Documents may not be scanned
or submitted in .pdf format. Please do not include Personally
Identifiable Information (PII).
4. Nominations must be forwarded as email attachments to the POC
in Paragraph 5 no later than May 18, 2023. COMDT (CG-00H) will
forward the nominations to the NAACP whose leadership will make the
final selections. NAACP will notify nominating officials and
awardees of the results. The Coast Guard will announce the winners
in an ALCOAST message to the workforce. The winners will be
recognized during the Armed Services and Veterans Affairs Awards
Reception of the 114th NAACP National Annual Convention in Boston,
MA. The reception will take place on Monday, July 31, 2023 from
1700-1900.
