1. This ALCOAST announces the implementation of the Initial Law
Enforcement Qualification (ILEQ) exam as a prerequisite to the
Boarding Officer Practical Course (BOPC) and Maritime Enforcement
Rating Apprentice Program (ME RAP) at the Maritime Law Enforcement
Academy (MLEA). Due to DOD network regulations implemented in
January 2021, the previously used Introduction to Maritime Law
Enforcement Course (IMLEC) and corresponding End of Course Test
(EOCT) were discontinued. The purpose of the ILEQ exam is to ensure
all BOPC and ME RAP students are proficient in all Boarding Team
Member tasks prior to submitting an Electronic Training Request
(ETR).
2. This course is available immediately. This test is modular, the
use of force section must be passed with a 90% or higher, and the
overall exam score must be a 78% or higher. If either of these are
not satisfied the individual will not pass. The implementation
timeline for the BOPC and ME RAP is outlined below.
    a. BOPC - required to be completed prior to submitting any ETRs
to attend BOPC starting fiscal year 2024 (FY24), commencing October
1, 2023; and
    b. ME RAP:
       (1) Members Currently on the Waitlist: The ILEQ may be
completed at any time, but once in receipt of orders, if not already
completed, must be completed no later than 30 days prior to the class
convening date.
       (2) Members Not Currently on the Waitlist: The ILEQ must be
completed prior to submitting a request to attend the ME-RAP. The
ILEQ will only be valid for a period of 12 months.
3. REF (A), Chapter 5.A.1.e. will be edited to read:
A.1.e. Initial Law Enforcement Qualification (ILEQ) Exam. This
course is available on demand from the Coast Guard Learning
Management System to all personnel, but specifically serves those
assigned to follow-on resident training at the MLEA. Personnel must
successfully complete the ILEQ exam prior to submitting an ETR to
attend the BOPC. The exam must be administered by the unit Education
Service Officer (ESO), may be taken once every 24-hour period, and
is only valid for a period of 12 months for BOPC.
4. REF (B), ME RAP Application will be edited to include a third
information validation box which will read:
The ILEQ must be completed prior to submitting a request to attend
the ME-RAP. The ILEQ will only be valid for a period of 12 months.
The exam must be administered by the unit Education Service
Officer (ESO), may be taken once every 24-hour period, and is only
valid for a period of 12 months for the ME RAP.
5. The ILEQ shall be proctored by the unit Education Service Officer
(ESO) through the Coast Guard Learning Management System (LMS),
under course code 100537. The course will automatically direct
trainees to the QuestionMark Online Assessment Platform, which
requires an ESO log in to access in accordance with REF (C).
Trainees are not permitted to utilize notes or references during
the test, and may access the test once every 24 hours, at command's
discretion.
