1. In accordance with Commandant Direction, the Financial
Operations Qualification Insignia and equivalent civilian lapel
pin has been approved for members of the Coast Guard finance
community including FIN-10 officers, Finance and Supply (F&S)
Chief Warrant Officers, Storekeepers (SK), and civilians with
designated occupational series and codes.
2. Military organizations highlight specific skillsets and
specialized communities through qualification insignias and lapel
pin. Wearing an insignia or a lapel pin is a celebration and
reflection of an individual's significant professional achievement.
Earning an insignia or lapel pin builds esprit-de-corps while
visibly representing professional competence.
3. The Coast Guard Workforce is our highest priority. We are
transforming the way we inspire and develop our people to execute
the mission today and prepare for the demands of tomorrow. With
the development of the new Financial Operations Qualification
Insignia and equivalent civilian lapel pin, we will acknowledge
those who have achieved mastery of their programmatic specialties,
while safeguarding the meaning of and standards for such insignia
and lapel pin. Earning and proudly wearing a specialty insignia or
lapel pin should be a high priority for every member of our total
workforce.
4. Creation of the Financial Operations Qualification Insignia and
civilian equivalent lapel pin will reinforce for all members of the
finance community the unique professional qualifications required
to effectively administer and execute the Coast Guard's budget, and
acknowledges the important contributions to the Service that our
finance professionals make daily. The diverse activities of our
FIN-10s, F&S CWOs, SKs, and civilians are vital to every single
Coast Guard mission and the people of the Coast Guard.
5. In the upcoming weeks, COMDT (CG-81) will issue a new COMDTINST
containing the requirements for earning the Financial Operations
Qualification Insignia and equivalent civilian lapel pin and the
process for requesting award of the insignia and lapel pin.
6. The Financial Operations Qualification Insignia and equivalent
civilian lapel pin will be retroactively awarded to any member who
served in the finance community and meets the requirements outlined
in the forthcoming COMDTINST. Detailed instructions on how to apply
for retroactive award of the insignia or lapel pin will be released
in the near future.
