1. REF (A) announced the establishment of reserve aviator positions.
Under the authority of REF (B), this ALCOAST announces
implementation of Aviation Incentive Pay (AvIP) for Reserve Aviators
effective 04 MAR 2022.
2. Eligibility. AvIP may only be paid to a Coast Guard Officer on
the Inactive Duty Promotion List (IDPL) who meets each of the
following conditions:
a. Is entitled to Basic Pay pursuant to 37 USC Section 204 or
compensation under 37 USC Section 206.
b. Is assigned to an officer billet designated as Duty Involving
Flight Operations or Training (DIFOPS) billet.
c. Maintains, or is in training to receive, a designation that
qualifies the officer to engage in DIFOPS assignments.
d. Engages, or is in training to engage, in frequent and regular
performance of flight duty in DIFOPS assignments.
e. Engages in or remains in aviation service for a specified
period of time.
f. Achieves the minimum flight requirements for regular and
recurring flight duties as established by the Assistant Commandant
for Capability (CG-7).
g. Meets all applicable eligibility requirements of REF (C).
3. Payment Methods and Amounts. Effective 04 MAR 2022, AvIP for
eligible Reserve Aviators is payable on a monthly basis described in
Table 2 of REF (C), while serving in a DIFOPS assignment, prorated
as follows:
a. One day of AvIP will be paid for a qualifying single drill.
b. Two days of AvIP will be paid for a qualifying multiple drill.
c. AvIP will be paid for all active duty periods on a day for day
basis.
4. Procedures. Servicing P&A Offices should follow the procedures in
the "Aviation Incentive Pay (AvIP)" Direct Access (DA) User Guide
upon an eligible Reserve Aviator's assignment to a DIFOPS billet, as
well as during any active duty periods. To ensure payment of AvIP
for drill periods, eligible Reserve Aviators must follow the
specific procedures promulgated in the "Inactive Duty for Training
(IDT) (schedule, edit, or withdraw IDT requests)" DA User Guide.

5. Eligible Reserve Aviators who logged qualifying flight hours
during drill or active duty periods on or after 04 MAR 2022, and who
have already been paid for those periods of duty, will be contacted
individually regarding crediting of reserve flying duty towards
years of aviation service (YAS) and payment of AvIP for eligible
periods retroactive to 04 MAR 2022.
6. Questions regarding this ALCOAST or AvIP should initially be
directed to the servicing P&A Office. Questions that cannot be
addressed by the P&A Office may be directed to COMDT (CG-1332) at
COMPENSATION@USCG.MIL.
7. These changes will be made to the next revision of REF (C),
which will be released within the next year.
