B. Response Operations Ashore Qualification Insignia Instruction,

1. REF (A) announced the approval and creation of the Response
Operations Ashore Insignia.
2. This ALCOAST announces the promulgation of REF (B).
3. The Response Operations Ashore community is a major Coast Guard
contributor to serve the public and to fulfill the Coast Guard's
operational roles of maritime law enforcement, maritime response,
maritime security operations, and defense operations. This new
insignia recognizes members who have obtained the skills and
experience to be considered professionals within the Response
Operations Ashore community.
4. REF (B) establishes the policy, procedures, and requirements for
the Response Operations Ashore Insignia.
5. Members who meet the eligibility requirements for temporary or
permanent entitlement of the Response Operations Ashore Insignia as
outlined in REF (B) are authorized to route the Response Operations
Ashore Insignia Request e-Form through their chain of command to the
issuing authority. This form can be downloaded from the Office of
Shore Forces (CG-741) SharePoint Site:

6. For permanent entitlement, the Response Operations Ashore
Insignia Certificate, available on the COMDT (CG-741) SharePoint
Site, must be signed and issued by the issuing authority. The unit's
Servicing Personnel Office (SPO) must record award of the
insignia in Direct Access under "Honor and Awards" utilizing
the code "CGROAI", and in the member's OMPF. For temporary
entitlement, an Administrative Remarks, Form CG-3307 (Appendix (A))
entry must be made. A template CG-3307 can be downloaded from

7. Per established policy, the insignia design, which the Uniform
Board favorably processed, is awaiting final approval by PSC.
COMDT (CG-741) and PSC-PSD-mu will continue to coordinate with the
commercial vendor to finalize the physical insignia production
