1. Eligible officers are strongly encouraged to apply for the Mission Support Industry Training Program. This program is a specialized training program outlined in ref (a) that allows Coast Guard members to conduct industry training with private industry firms of national significance, Department of Defense (DoD) partners, or other Government Agencies. Mission Support Industry Training Program selectees will be chosen this fall by a selection panel to participate in one of three sub-programs: C5I Industry Training (C5IIT), Naval Engineering Industry Training (NEIT), or Aeronautical Engineering Industry Training (AEIT).
2. Industry training is accomplished through a one-year program conducted from June to June in conjunction with the transfer season. Operational demands, such as contingency operations or individual circumstances may make it difficult for some members to conduct their industry training in the traditional timeframe. In such instances, requests for alternative schedules may be considered on a case-by-case basis.
3. All candidates must be active duty O2 - O4 and must be tour complete in Assignment Year 2024 (AY24). Due to availability of staff and field unit follow-on assignments, individuals presently at either field or staff units may apply.
4. Mission Support Industry Training incurs obligated service of three years for a one-year program as outlined in ref (b).
5. The following opportunities are available for AY24.
a. C5I Industry Training (C5IIT): C5IIT, managed by COMDT (CG-68), is available to experienced C5I officers that have demonstrated a track record of high performance as well as an innovative and creative attitude. C5IIT participants will enhance their Cybersecurity skillset and gain valuable project management experience through focused observation and study of external Coast Guard organizations as they seek to engineer, field, and support new technologies. C5IIT participants are expected to be established Coast Guard C5I officers that have successfully completed at least two diversified assignments within the C5I specialty which included exposure to designing, implementing, and supporting/operating technologies within the Coast Guard as well as experience with C5I policy or budget development. C5IIT participants will have the opportunity to participate with industry leaders with the Program Manager's approval.
b. Naval Engineering Industry Training (NEIT): NEIT, managed by COMDT (CG-45), is available to experienced officers within the CG-NEN10 specialty who have a consistent
track record of high performance and innovation within the Naval Engineering community. NEIT participants will broaden their professional experience and knowledge through extensive exposure and work with industry partners who are on the cutting edge of program/project management; reliability centered and predictive maintenance practices, policies, and procedures; and innovative recruitment, retention, leadership, teamwork, and workforce motivational methods. NEIT participants will normally be established Coast Guard Naval Engineers with successful tours in both shore side mission support and field level Naval Engineering positions that provided the officers with a broad perspective of the Naval Engineering program. NEIT participants will have the opportunity to participate with a variety of industry leaders with the Program Manager's approval.
c. Aeronautical Engineering Industry Training (AEIT): AEIT, managed by COMDT (CG-41), is available to AEN10 Journeyman officers that have demonstrated a track record of high performance as well as an innovative and creative attitude. AEIT participants will enhance their Aeronautical Engineering and Airworthiness skillsets and gain experience through focused observation and study of external organizations as they seek to engineer, field, and sustain both established and new technologies in the aerospace and logistics industry. AEIT participants must have completed the AEOT syllabus and one (1) Assistant EO or EO field tour at a minimum, with demonstrated experience in project design, implementation, management and supporting/operating technologies, as well as experience with Aviation Resource Council policy or budget development and the Aviation Configuration Control Board Process. AEIT participants will have the opportunity to participate with industry leaders with the Program Manager's approval.
6. Selection to fill these programs will be made during the selection panel. The breakdown of available Mission Support Industry Training billets in AY24 is as follows:
a. C5IIT: One (1) one-year training billet, DA Code C5IIT
b. NEIT: One (1) one-year training billet, DA Code NEIT
c. AEIT: One (1) one-year training billet, DA Code AEIT
7. The following deadlines will apply and will be strictly adhered to:
a. DA Application Submission Deadline: 19 May 2023 (Use Code C5IIT/NEIT/AEIT)
b. DA Waiver Submission Deadline: 19 May 2023 (Use Code PGWAIV)
c. OER submission to OPM-3: 19 May 2023
d. OMPF Updated in iPERMS: 01 June 2023
8. Applicants are required to submit a My Panel Submission in Direct Access by following the guidance in refs (c) and (d). DA comments in the My Panel Submission, to include member comments and command endorsement comments, will not be considered at the panel. Unlike previous years, a training intention plan or personal narrative are not authorized in member comments. Command endorsement comments may be included and must comport with policies outlined in ref (d). Consult ref (c) for example comments and prohibited language.
9. Eligibility Waivers: Waiver requests are required as outlined in ref (d). Waiver requests shall be submitted using the My Panel Submission application with DA Code PGWAIV. The nature of the waiver should be included in the member comments of the DA submission, which requires a
command endorsement in DA. Refer to refs (c) and (d) for non-tour complete circumstances that do not require a waiver. If applying to multiple programs, utilize the same PGWAIV submission to encompass waivers as required for each program. Refer to ref (c) for more information on this process.
10. Panel Materials: Each applicant shall ensure their record is up to date and accurate while adhering to the deadlines outlined in paragraph 7 of this message. The panel will view the following items while in session:
a. Official Military Personnel File in iPERMS
b. Employee Summary Sheet (in Board View)
c. Reporting Officer OER Comparison Scale Data in DA
d. Command comments in DA endorsement
11. The selectees will work with the sub-program manager and Assignment Officer to determine the best location and follow-on tour to support the curriculum and focus of the training while aligning service needs and career progression wickets. For the 1-year quotas, selectees should expect to begin training in the summer of 2024 and report to their next assignment in the summer of 2025.
12. OER Submission: Applicants intending to submit an annual or semi-annual OER ahead of the panel shall review paragraph 12 of ref (d) and adhere to the OER submission deadline of 19 May 2023. LCDR Applicants must submit their annual OER, End of Period (EOP) 30 April 2023, should arrive to OPM-3 no later than 19 May 2023. LT Applicants are authorized an adjusted EOP of 30 April 2023 for the annual OER with delivery to OPM-3 no later than 19 May 2023. LTJG Applicants are authorized a Boards and Panels OER with an EOP no earlier than 03 May 2023 with delivery to OPM-3 no later than 19 May 2023.
