SUBJ: COAST GUARD FOUNDATION FY24-25 SHIPMATE FUND SOLICITATION
A. Relations with the Coast Guard Foundation,
COMDTINST 5760.1B
1. Per REF (A), the VCG will annually approve a general
needs list to support the Coast Guard. COMDT (CG-8) has been
delegated authority to accept all gifts offered to the
Coast Guard by the Coast Guard Foundation (CGF). On behalf of
COMDT (CG-8), COMDT (CG-81) acts as the program manager for the
gift program. The Community Services Command (CSC) supports
COMDT (CG-81) under this program.
2. Thanks to the generosity of the CGF and its Shipmate Fund
(SMF), Coast Guard units have acquired fitness, morale, and
recreational equipment that has greatly improved the quality of
life for Coast Guard personnel and their families.
3. This ALCOAST solicits requests for new SMF items, which must
be submitted per the guidelines below. The SMF Request List
will be a two year list that will be revalidated on the second
year to ensure the list stays current. Submissions must be made
using the Excel spreadsheet named "District Shipmate Fund
Request List Template", found at the following web site:

Units must download the template and save the spreadsheet
before filling it out. For each item, fill out Columns B
through F and then a full detailed description in column J.
Columns G through I are for CSC use only and are blacked out.
Please do not add or delete columns or alter the form in anyway
as this form will be part of a large workbook and could cause
delays.
a. Any item(s) previously submitted for the SMF must be
re-submitted if the unit still desires the item(s). The
previous SMF list will no longer be valid once the list
generated from this ALCOAST is approved starting 01 OCT 2023.
b. Requests should focus on items to support the physical
fitness, morale, and recreational needs of Coast Guard commands.
Items in support of Coast Guard Child Development Centers are
also authorized. SMF is not an alternative funding source for
required infrastructure, safety, or mission-related equipment or
material. Examples of items that have been denied funding
previously are professional development materials, unaccompanied
personnel housing furniture, government-owned housing items,
construction projects, safety related items, and office
equipment.
c. Requests must be limited to items of value between a total
minimum of $1,000 and a total maximum of $25,000. Requests for
construction, services, and memberships will not be considered.
Units requesting self-help projects will be required to obtain
approval by the appropriate facilities engineering staff and/or
Civil Engineering Unit prior to initiating the project. The
maximum number of requests an individual unit may submit is
limited to two. Each request must contain a brief (one sentence)
description of the item(s) the unit intends to purchase.
d. Requests for motorized MWR boats will not be considered.
Small human-powered craft such as kayaks, paddleboats, etc.,
will be considered. Please note, units receiving funding for
watercraft which have a hull identification number must have, or
will be required to obtain, CSC watercraft program approval.
4. In order to align with the CGF's request to consolidate by
District, designated MWR Directors at Bases Alameda, Boston,
Cleveland, Honolulu, Kodiak, New Orleans, Miami Beach,
Portsmouth and Seattle will receive, consolidate, and prioritize
requests from all Coast Guard units in their geographic AORs,
including, but not limited to Sectors, Districts, Areas, and
HQ units. HQ units, Training Centers, and other units should
submit requests to the District MWR director where the unit
physically resides. For example: TRACEN Petaluma resides in D11
so the D11 director will be the point of contact (POC).
Submissions from field units are due to the designated MWR
Director by 30 JUN 2023; late submissions will not be
considered. MWR staffs will incorporate input from all
interested units and stakeholders to create a comprehensive,
prioritized list for their geographic area of responsibility
(AOR). Where appropriate, the use of representative, local
review committees, such as the Chief Petty Officer's mess, is
highly encouraged for this process. Base Commanding Officers
must review their respective MWR Director's prioritized list
before sending recommendations to the District Command Master
Chief for District approval. After vetting by District
Commanders, Bases must send their geographic AOR's prioritized
list to CSC.
5. Units whose items are selected for funding will be notified
by email or message.
