SUBJ: TALENT MANAGEMENT TRANSFORMATION TASK FORCE (TMX-TF)
A. United States Coast Guard Strategy, October 2022
B. Ready Workforce 2030
C. United States Coast Guard Mission Support Action Plan 2022-2026
1. A Talent Management Transformation Task Force has been
established to redefine how our Service approaches talent
management. The task force will identify and recommend the most
efficient and mission effective methods to transform the Coast
Guard's personnel readiness enterprise to meet the total workforce
needs of today and tomorrow. The team will deliver a comprehensive
roadmap to Coast Guard Leadership outlining a phased approach for
implementing REFs (A)-(C), including governance, organization, and
new initiatives.
2. The Service has taken some important, initial steps to transform
our workforce, but there is more to be done. We must transform the
systems and processes we use to manage our talent and support our
workforce, both modernizing them and embedding innovation so that
they can continue to adapt. To meet these needs, the TMX-TF is
comprised of six lines of effort:
a. Force Design and Integration
b. Recruiting, Hiring, and Accessions
c. Total Force Management
d. Training, Education, and Learning
e. World-Class Support
f. Data and Analytics
3. The TMX-TF is seeking your support. We are conducting a series of
three-to-four-week sprints between now and September. There are two
ways that you can assist:
a. Sprint Volunteer: During a sprint you will spend approximately
50 percent of your time developing TMX recommendations and
deliverables.
b. Sprint Contributor: During a sprint you will spend
approximately four hours supporting focus groups, generating ideas,
benchmarking, sourcing references and other information, etc.
