1. This ALCOAST announces the release of REF (A), which joins REFs
(B) through (D), setting the strategic vision for the Coast Guard
Reserve.
2. The Coast Guard Reserve Component Action Plan is a unifying and
enduring plan to inspire and challenge our leaders, active duty and
reservists, officers and enlisted, to recruit, organize, train,
and employ our Reserve as a force-multiplier of capabilities
across all Coast Guard operational mission programs. This plan
establishes three lines of effort: Modernize Reserve Recruiting,
Talent Management, and Benefits; Maximize Effect of Reserve
Capabilities; and Enhance Reserve Deployability and Resilience.
3. With a diligent focus on People, Purpose and Preparation, we
will continue to invest in the Reserve as a force-multiplier of
capabilities across all Coast Guard operational mission programs.
Our reservists must be effectively supported to maintain the
highest degree of competence and preparedness to face the demands
and unknown challenges that will assuredly come.
4. Actions in the RCAP require investment from the total workforce
at all levels. It will take combined energy to carry out the
initiatives in alignment with the lines of effort. I request your
assistance to further this vision and support our goals to be the
best Reserve Component.
