1. This ALCOAST announces the promulgation of REF (A) and the
establishment of the Anti-Harassment Program Management Office
(AHPO).
2. REF (A) integrates policy from across multiple Coast Guard
organizations to reduce harmful and harassing behaviors and provide
consistent accountability throughout all components of the Coast
Guard workforce. REF (A) should be reviewed in its entirety by CG
members, civilian employees, and commands. Major content in REF (A)
includes:
a. Consolidation of all procedures relating to harassment and
other harassing behavior.
b. Standardization of corrective actions for substantiated
incidents committed by civilian and military members.
c. Creation of an appeal process.
d. Establishment of consequences for individuals who fail to
fulfill their obligations under REF (A).
e. Administrative templates to assist commands in executing the
policy in REF (A).
3. POLICY/PROCEDURE.
a. Effectively immediately, REF (A) and all correlating Anti-
Harassment and Hate Incident (AHHI) policies and procedures will
permanently transition from the Civil Rights Directorate (CRD) to
the AHPO.
b. REF (A) applies at all times to the entire workforce (all
active duty members, reserve members, civilian employees, and
members of the Coast Guard Auxiliary).
c. Anyone, civilian or military, who has witnessed or has been
subject to behavior believed to be harassing behavior may make an
AHHI complaint. Harassing behavior may be reported IAW REF (A) to
any person of authority within the member or employee's chain of
command, or to the AHPO.
d. The procedures outlined in REF (A) are distinct from and do
not take the place of the procedures in REF (B) for filing an Equal
Opportunity (EO) or an Equal Employment Opportunity (EEO) complaint
of discriminatory harassment.
e. Surveys such as the voluntary Workforce and Gender Relations
Survey (WGRS) for Active and Reserve members will be used to inform
the AHPO's progress and enhance policy and procedures.
