1. The Office of Cyberspace Forces (CG-791) is finalizing actions to implement
the Cyber Mission Manager (CMM) Chief Warrant Officer specialty. This message
outlines the application process for eligible active duty component members
desiring to lateral into the CMM CWO specialty. The CMM specialty was
announced in references A and B, and is further detailed at https
://uscg.sharepoint-mil.us/sites/cg791/planningandresources/SitePages
/CyberRating.asp. Members interested in lateral transition into the CMM
specialty should read this message closely and submit applications in
accordance with the guidelines and timeline below.

2. Members requesting to lateral must:
a. Currently hold the grade of CWO2 through CWO4 or be above the cut for CWO
Appointment from the PY22 Final Eligibility List (FEL).
b. Be a (non-dual) United States Citizen.
c. Eligible for TS/SCI clearance and willing to undergo a CI Polygraph.
d. Comply with Coast Guard body composition standards.
e. Meet one of the following training requirements: Completed basic position
-related job qualification requirements (JQR) for an operational cyber work role
in accordance with appendix 3 of ref (c); or hold Information Assurance
Technical (IAT) Level III; or hold Information Assurance Management (IAM) Level
III; or hold Cyber Security Service Provider (CSSP) certifications.
f. Meet one of the following qualification requirements: Completed the Joint
Cyber Analysis Course (JCAC), Intermediate Cyber Core (ICC), or Cyber
Operations Specialist Phase 1.

4. Applicants shall submit the following to CG-791 via encrypted email to
CyberRating@uscg.mil no later than 15 MAR 2023:
a. Change in Specialty (CIS) request package. Templates for the CIS request and
application memo are available at the CMS Rating / CMM Specialty Portal Page:

b. A command endorsement that confirms the member's eligibility.
c. Documentation that demonstrates how training and qualification standards
required above have been met, as enclosures to the application memo.

5. Late or incomplete submittals will not be considered. CG-791 will provide
confirmation for receipt for all applications received. Members who submit
applications but have not received confirmation of receipt by 17 MAR 2023
should contact CG-791 via the contact information provided below.

6. CMM Panel: Up to 23 CWOs may be authorized to lateral into the CMM
specialty. CG-791 will provide OPM with a roster of eligible candidates. If
the number of eligible candidates exceeds the number of laterals authorized, a
panel will be convened to consider each eligible officer's record on a best
qualified basis.

7. Applicants are encouraged to ensure their military records are up to date
within Direct Access and iPerms.

8. Waiver requests for eligibility or application criteria, to include
consideration of equivalent industry training and qualifications, should be
sent to CG-791 for consideration via email to CyberRating@uscg.mil. Waiver
requests must be received before 15 March 2023 to be considered.

9. Selection for lateral into CMM specialty is not expected to impact assignment
timelines or tour completion dates. Short tour requests may be submitted to the
relevant assignment officers post selection where rate or specialty mismatches
are created by the lateral transition. Applicants who are tour complete in
Assignment Year 2023 should anticipate assignment based on their current
eResume. Applicants are encouraged to engage their assignment officer if they
have additional questions on rotation dates and/or assignment impacts.

10. Members with obligated service for training or under a bonus contract,
except Joint Cyber Analysis Course or Cyber bonuses under Critical Skills
Retention Bonus, may not apply. Members who accept a lateral to the CMM
specialty will incur 4 years of obligated service, commencing on the date
lateral transition to the CMM specialty is accepted, to be served concurrent
with any existing obligated service.
