1. I am pleased to announce the Initial Operational Capability
(IOC) of the Office of Expeditionary Logistics (DOL-X) and
Husbanding/Port Services and Fuel Team (DOL-921).
2. DOL-X was designed to support the following objectives: serve
as the logistics integrator and reduce the burden of mission support
integration placed on our field operators, improve coordination and
execution of downrange mission support services, and do so without
adding unnecessary layers. The ultimate vision of DOL-X is to remove
the burden of coordinating operational logistics from Area/District
staffs and deployed cutters, units, and teams. DOL-X will capture
lessons learned and implement processes to best move parts and
people down range, keeping our operational forces on station and
fully mission capable.
3. At IOC, DOL-X will support cutters and teams deploying in
non-traditional USCG deployment locations far from established USCG
logistics hubs. To date, forward deployed DOL-X personnel provided
support for CGC MOHAWK's deployment to U.S. Africa Command, two
FRCs deploying to PATFORSWA, and CGC MIDGETT's deployment to the
Western Pacific. These logisticians successfully integrated into
U.S. Navy's 5th, 6th and 7th fleets to create partnerships and act
as in-theater logistics integrators.
4. Also at IOC, DOL-921 has relieved DOL-43 Logistics Management
Division (PAC) of the oversight of the utilization of the Navy
Husbanding Services Global Multiple Award Contract (GMAC) program,
and will provide the fleet the same level of service. In preparation
for FOC, DOL-921 will conduct a pilot program with a Regional
Support Team (RST) to gradually start to provide acquisition support
for foreign husbanding/port service procurements for cutters that
do not have a contracting officer (KO) on board and certain exigent
foreign husbanding/port service procurements for major cutters.
Until this transition is completed, continue to work with current
acquisition service providers until directed by those teams to
engage DOL-921.
5. DOL-X will reach Full Operational Capability (FOC) in the summer
of 2023. At FOC, DOL-X will be a new office under O6 leadership
based in Alameda providing services globally. This will include four
logistics liaison billets dispersed between JIATF-S, U.S. Southern
Command, and U.S Indo—Pacific Command. At FOC, DOL-X will expand
its logistics system integrator role coordinating all aspects of
mission support to additional deployed cutters and units. DOL-X will
also introduce Deployable Support Teams (DST), designed to improve
delivery of mission support to Coast Guard assets and forces
conducting expeditionary operations. DST's will deploy relevant
team members to support deployed units/assets, including deploying
as force multipliers to a forward operating site or to an asset/team
during a patrol to augment or enhance crew capabilities and when not
deployed, provide support to their local Base.
6. DOL-921 will also be FOC in summer 2023. At FOC, DOL-921 will
relieve the RST and Surface Forces Logistics Center (SFLC) of
foreign and domestic husbanding/port services acquisition support
and the SFLC Duty Fuel team in support of the SEACARD fuel watch.
DOL-921 will provide continuity of acquisition support for
husbanding/port services and fuel procurements for cutters that do
not have a warranted KO or a Warranted Ordering Officer needing
Open Market support and for major cutter with certain exigent
circumstances.
