1. This ALCOAST announces the promulgation of REF (A) and
cancellation of REF (B).
2. REF (A) is a complete revision and should be reviewed in its
entirety by CG members and commands. Major changes to REF (A)
include:
a. The applicability section of Chapter 1, Overview, is amended
to include members of the Reserve component.
b. The conditions for separation after a second alcohol incident
have been revised in Chapter 3, Separation Conditions for Alcohol
Incident, to create equity between active duty, reserve,
commissioned officers, and enlisted members.
c. The conduct constituting a Drug Incident in Chapter 5, Drug
Incidents, is amended to include a positive drug-test for all Coast
Guard members and to clarify the applicability of the conduct to
reservists regardless of duty status.
d. Section titled Drug Testing Conducted in Conjunction with
Training in Chapter 6, Testing for Controlled and Prohibited
Substances, is amended to require all recruits, cadets, officer
candidates, and direct commission officers to be drug-tested within
72 hours of reporting to active duty, and all "A" School students
to be tested within 96 hours of reporting to training.
e. The new positions of the Program Manager (PM) and Major Drug
Testing Coordinator (MAJCOM) are established in Chapter 6, Testing
for Controlled and Prohibited Substances, to reduce urinalysis
error rates and ensure oversight of the Coast Guard Urinalysis
Program.
f. The new positions and authority of the Drug Testing
Coordinator (DTC), Alternate Drug Testing Coordinator (ADTC),
Second Verifier (SV), and the Specimen Collector (SC) are
established in Chapter 6, Testing for Controlled and Prohibited
Substances.
g. Chapter 6 Testing for Controlled and Prohibited Substances,
has been revised to include Hair Specimen Testing (HST) and Oral
Fluid Testing (OFT) as approved additional drug testing methods.
h. Chapter 7, Prohibition on Hemp and Marijuana Establishments,
is added to outline Coast Guard policy on hemp, cannabidiol (CBD),
and marijuana establishments.
i. Chapter 8, Prohibition on Possession of Drug Paraphernalia,
has been added to the Instruction to eliminate the wrongful
possession, use, promotion or distribution of drug paraphernalia
by Coast Guard service members.
