1. This ALCOAST announces the promulgation of REF (A).
2. Remote work is a work arrangement by which civilian employees
are scheduled to perform work within or outside the local commuting
area of the agency worksite at an alternate worksite and are not
expected to report to the agency worksite on a regular and recurring
basis. Military members may be eligible for remote work in certain
circumstances when approved by the first Flag Officer or SES member
in the chain of command. The Remote Work Commandant Instruction, REF
(A) offers a program which replaces 100 percent (or full-time)
telework. This new Instruction requires employees to submit requests
for remote work agreements under this policy. Procedures for
submitting requests, eligibility, approval processes, and submitting
required personnel actions into the FedHR system will be included in
the supervisory training and ANCHRs from CG-12.
3. Alternative Work Schedules (AWS): Employees may continue to make
voluntary requests to work split shifts on a maxi-flex schedule
until September 30, 2023. Employees are required to fulfill their
normal number of daily work hours. If employees do not fulfill their
normal work hours and do not request leave, or if productivity and
performance levels do not meet mission requirements or hinder
personal or professional development, supervisors are responsible
for taking the necessary actions to correct this condition and may
rescind telework or flexible work schedule privileges. When the
temporary modifications to REF (D) are no longer authorized, those
modifications will be announced via ALCOAST. After September 30,
2023, AWS is only authorized IAW REF (D).
4. For bargaining unit employees, where REF (A) conflicts with a
negotiated agreement, the negotiated agreement prevails.
Supervisors of civilian employees must contact their servicing
Office of Civilian Workforce Relations, Commandant (CG-124) Labor
and Employee Relations Specialist to discuss labor-management
obligations relating to bargaining unit employee remote work
programs.
5. REF (A) provides the USCG workforce with the general program
requirements that will allow civilian employees, military members,
and supervisors to better understand the differences between
telework and remote work, and other attributes of remote work which
will allow employees, military members, and supervisors to make
case-by-case decisions on remote work arrangements. Commands may
include or exclude selected units or categories of civilian
employees, military members, or positions to meet organizational
goals, missions, or needs.
6. Participation in remote work is voluntary (unless listed in the
job opportunity announcement as a condition of employment) and not
an employee or member right or entitlement. Supervisors have
discretion to approve participation for eligible employees or
military members. Non-appropriated fund employees must contact the
Community Service Command (CG-CSC) for guidance.
7. When discussing/approving remote work agreements with military
members, supervisors must address how administrative requirements
will be met such as Urinalysis and Body Composition Screening.
Certain remote work situations will result in a change in Permanent
Duty Station and associated entitlements.
