SUBJ: FALL OPEN SEASON FOR FY23 DHS ACADEMIC PROGRAMS
1. The Office of Leadership, COMDT (CG-128), is soliciting
applications for the DHS Academic Programs Fall open season
for civilians and military members, to include the Center for
Homeland Defense and Security (CHDS).
a. Through graduate and executive-level coursework, seminars, and
research, homeland security leaders gain the analytic and critical
thinking skills and substantive expertise they need to make
innovative solutions that address the threats facing the nation
and local communities.
b. The programs also prepare leaders to bridge gaps in
intergovernmental, interagency and civil-military cooperation by
bringing together a diverse range of participants to share
perspectives and lay the foundation for long-term homeland
security collaboration.
2. Center for Homeland Defense and Security (CHDS):
a. The Emergence Program is a unique opportunity for homeland
security/public safety professionals who are in the early stage
(3-10 years) of their career. The program provides an educational
forum and innovation lab for participants to explore "emerging"
trends in the world around us (e.g., technology, social, and
terrorism). Both sessions are held at the Naval Postgraduate School
in Monterey, CA, or online if COVID protocol prevents the in-
residence sessions. This program is fully funded by a FEMA grant.
(1) Eligibility: GS-9 - GS-12 civilians with 3 to 10 years
of federal work experience in any area (does not need to be homeland
security related).
(2) Application Deadline: Completed nomination packages are
due to the CG POC NLT COB 02 Nov 2022.
(3) Program Duration: Two (2) one-week sessions over six (6)
months with approximately two (2) months of online work prior to
both week one and week two.
(4) Resident Session Dates: 26-31 MAR and 12-16 JUN 2023.

b. The Master's Degree program focuses on building
collaboration among local, tribal, state, and federal leaders who
develop strategies, plans, and programs to prepare and respond to
national security threats and catastrophic events. This is an
18-month program that requires two weeks of residency per quarter,
with the remainder of the work completed online. This degree is
fully funded by a FEMA grant.
(1) Eligibility: GS-12 - GS-15 civilians, O3 - O6 military,
SES or equivalent. (Exceptional GS-11s may apply.) Federal employees
who have been with DHS for at least one year are eligible to apply.
(2) Application Deadline: Completed nomination packages are
due to the CG POC NLT COB 28 OCT 2022.
(3) Program Duration: 18 months

c. The Executive Leaders Program Spring Cohort consists of four
one-week, in-residence sessions over a nine-month period. Each of
the four sessions is conducted at the CHDS campus in Monterey, CA.
This program is fully funded by a FEMA grant.
(1) Eligibility: GS-15 civilians, O5 - O6 military, SES or
equivalent. Any individual who has completed a degree under a DHS
Graduate Academic Program within the last three years is not
eligible to apply. Federal employees who have been with DHS for at
least one year are eligible to apply.
(2) Application Deadline: Completed nomination packages are
due to the CG POC NLT COB 09 DEC 2022.
(3) Program Duration: Twelve months, Cohort dates listed at
paragraph 2.d.(4) below.
(4) Resident Session Dates: Four residential sessions

3. DHS Missions Fellows Program
a. The DHS Joint Missions Fellows Program (JMFP) is an online
program that builds a cadre of mid-level leaders with formal mission
skills, qualifications, and experience. Fellows participate in a
six-month developmental program to inculcate national strategic and
operational planning skills and knowledge. The JMFP advances
national and homeland security objectives, while building core
leadership methods and techniques, with an emphasis on leadership
in crises, ethical, scientifically supported, critical analysis,
and decision making. The program surveys important events in
American military, political, economic, and social history.
(1) Eligibility: GS-11 - GS-13 civilians, O3 - O4 or
E5 - E6 military.
(2) Application Deadline: Completed nomination packages are
due to the CG POC NLT COB 10 Nov 2022.
(3) Program Duration: 6 months.
(4) Session Dates: Tuesdays and Thursdays, from 7 Feb through
13 Jul 2023.
(5) The JMFP is delivered entirely online. Tuition, books
and fees are funded by DHS. For additional information, including

4. Application Procedures:
a. Application procedures for the DHS Academic Programs courses

b. All applications are due to the CG by COB the date listed in
this solicitation (and not the DHS due dates listed on the DHS
Academic Programs website). Please submit applications to
SMB-COMDT-CG128-DHSAcademicProgramsAdministration@uscg.mil,
placing the name of the program in the subject line of your email.
c. CHDS courses requires Civilian employees applying to its
programs to complete two applications a DHS-internal nomination
application, and an application through CHDS. Employees who are
interested in applying should complete both applications at
the same time.
d. Active Duty military members applying for CHDS courses
submit completed application forms directly to the school (and do
not submit the DHS application) using the following procedures.
(1) Submit an official application via the CHDS website.
(2) Send email to:

for tracking purposes. Include only your name, program name, and
dates for which you applied.
e. Military members interested in NIU and DoD school attendance
through DHS Academic Programs shall understand that this program
operates independently from the Coast Guard Advanced Education
Program and TAB allocation process.
