SUBJ: UNITS AND INDIVIDUALS RECOGNIZED FOR COMMUNITY SERVICE
1. I commend the recipients of the 2022 Coast Guard Partnership in
Education (PIE) Awards for their outstanding contributions to their
units, communities, and the Service.
a. Best Unit Partnership (up to 100 personnel): Marine Safety
Unit (MSU) Morgan City, LA, for their partnership with Aucoin
Elementary School and West St. Mary High School. During the
2021-2022 school year, 23 volunteers connected with 902 students,
providing 90 hours of tutoring and directing other educational
programs to aid young scholars in achieving higher reading levels
and building confidence.
b. Best Unit Partnership (more than 100 personnel): Command,
Control, Communications, Computers, Cyber and Intelligence Service
Center (C5ISC), Kearneysville, WV, for their support to four schools
and one non-profit youth organization. Sixty-five C5ISC volunteers
donated school supplies and 331 hours, engaging with more than 2285
students in providing tutoring, STEM programs, and personal
development activities.
c. Best Collaborative Partnership (up to 100 personnel): Marine
Safety Detachment Coram, NY, for their commitment to Coram
Elementary School. Along with Station Shinnecock and Sector Field
Office Moriches, volunteers read to and helped 200 students with
projects and hosted discussions highlighting the Coast Guard's
history. Volunteers also brought in operational gear for student
interactions and conducted demonstrations, providing an excellent
hands-on learning environment.
d. Best Collaborative Partnership (more than 100 personnel):
Sector Corpus Christi, TX, for their collaboration with Aids to
Navigation Team Corpus Christi, Harbor Facility Corpus Christi,
Station South Padre Island, Station Port Aransas, and Air Station
Corpus Christi to support six local schools reaching over 3,000
students in grades K-12. 70 volunteers dedicated over 400 hours to
organize school and clothing drives, first day of school support,
reading programs, and College, Career, and Military readiness themed
weeks.
e. Sustained Excellence in Coast Guard PIE: Sector Houston-
Galveston, TX, for expanding their PIE Program over the past three
years. The Sector dramatically augmented their educational network
through outreach with the local Independent School District, and
bolstered involvement with Port Houston Partners in Maritime
Education. The Sector dedicated 898 volunteer hours and reached
over 4700 students, greatly increasing the Servic's presence and
recruiting efforts in underserved communities.
f. PIE Coordinator of the Year: LTJG Jamilla Clark, MSU Morgan
City, LA. LTJG Clark petitioned her command to engage with the
St. Mary Parish School District and establish partnerships with
multiple schools. After learning that the nationwide teacher
shortage resulted in Aucoin Elementary failing to sustain a
STEAM (Science, Technology, Engineering, Art, and Math) program,
she partnered with the school's Principal and managed the
"Makerspace" STEAM program. This action ultimately brought the
school into compliance and provided countless opportunities to
inspire the entire student body. Through her work, over one-third
of the personnel at MSU Morgan City now regularly participate in
PIE events.

3. Civil Rights awards programs help maximize the Coast Guard's
mission effectiveness by fostering a discrimination-free
environment through recognizing members' accomplishments and
contributions to civil rights, equal opportunity, minority
communities, and Partnership in Education (PIE) programs.
