1. Per REF (A), this ALCOAST recognizes those CG units and law
enforcement officers for exceptional performance during Operation
Dry Water (ODW) 2022. ODW is a National Boating Under the
Influence (BUI) Awareness and Enforcement Campaign. This annual
weekend-long operation occurs immediately before or after the 4th of
July holiday (this year's operation was from 2-4 July 2022), which
provides heightened awareness and enforcement of BUI violations.
Per REF (B), BUI is the leading contributing factor in recreational
boating deaths and injuries. The preliminary numbers from all
participating federal, state, and local agencies, during
this year's ODW indicate contact with over 125,000 recreational
vessels and 350,000 boaters, resulting in 11,000 citations, over
30,000 safety warnings, and 700 BUI arrests. ODW is funded through
a grant from the Sportfish Restoration and Boating Trust Fund to the
National Association of State Boating Law Administrators (NASBLA).
NASBLA will release their final report and awards at their upcoming
Annual Conference in Manchester, NH.
2. I heartily commend all 177 Coast Guard units that participated in
ODW 2022, and I want to note the following outstanding performers:
a. 12 Sectors participated.
Outstanding Sector: MSST Seattle (Sector Seattle) contacted 312
vessels, resulting in 3 BUI cases and 45 citations issued.
Honorable mention: Sector Long Island Sound contacted 137
vessels resulting in 3 BUI cases and 23 citations issued.
b. 14 Cutters participated.
Outstanding Cutter: CGC WAHOO (WPB-87345) contacted 56 vessels,
resulting in 2 BUI cases and 7 citations issued.
Honorable mentions: CGC TERRAPIN (WPB-87366) contacted 121 vessels,
resulting in 17 citations issued.
c. 140 Stations participated and the outstanding performers in
each District are:
(1) D1: 27 stations participated (87%).
Outstanding Station: Station Eatons Neck contacted 125 vessels,
resulting in 1 BUI case with BAC of .24 and 19 citations issued.
Honorable Mention: Station New London contacted 52 vessels,
resulting in 1 BUI case and 9 citations issued.
(2) D5: 21 stations participated (78%).
Outstanding Station: Station Oak Island contacted 27 vessels,
resulting in 1 BUI case with BAC of .15, 1 BUI-Drug case, and 8
citations issued.
Honorable Mention: Station Ocean City contacted 150 vessels,
resulting in 1 BUI case and 3 citations issued.
(3) D7: 19 stations participated (83%).
Outstanding Station: Station Ponce De Leon Inlet contacted 87
vessels, resulting in 2 BUI cases and 25 citations issued.
Honorable Mention: Station Key West contacted 74 vessels, resulting
in 1 BUI case and 7 citations issued.
(4) D8: All 21 stations participated (100%).
Outstanding Station: Station Destin contacted 69 vessels, resulting
in 10 BUI cases with a high 0.25 BAC and 4 citations issued.
Honorable Mentions: Station Houston contacted 20 vessels, resulting
in 1 BUI case, 1 Drug Case, and 20 citations issued.
(5) D9: 25 stations participated (81%).
Outstanding Station: Station Saint Joseph contacted 360 vessels,
resulting in 2 BUI cases with a high BAC of 0.16 and 18 citations
issued.
Honorable Mention: Station Michigan City contacted 81 vessels,
resulting in 2 BUI cases and 25 citations issued.
(6) D11: 9 stations participated (70%).
Outstanding Station: Station San Diego contacted 6 vessels,
resulting in 1 BUI case and 3 citations issued.
Honorable Mention: Station Rio Vista contacted 83 vessels,
resulting in 21 citations issued.
(7) D13: 13 stations participated (87%).
Outstanding Stations: Station Suslaw River contacted 25 vessels,
resulting in 1 BUI case with a BAC of .25.
Honorable Mentions: Station Seattle contacted 130 vessels, resulting
in 3 citations.
(8) D14: 3 stations participated (100%).
Outstanding Station: Station Honolulu contacted 12 vessels,
resulting in 1 citation.
Honorable Mentions: Station Maui contacted 10 vessels and Station
Kauai contacted 7 vessels with no action.
(9) D17: All 3 Stations participated (100%).
Outstanding Station: Station Ketchikan contacted 147 vessels,
resulting in 3 citations issued.
Honorable Mention: Station Juneau contacted 23 vessels.
3. I commend all units and personnel for their dedication and
performance throughout Operation Dry Water. Your continued efforts
to increase public safety and reduce recreational boating accidents
and fatalities is truly appreciated and most heartily commended.
