1. To support the Commandant's direction to maximize recruiting
efforts announced in REF (A), this ALCOAST announces an update to
REF (B) authorizing Readiness Management Period (RMP) duty to
help meet the Coast Guard's active duty, reserve, and officer
accession goals. Unless funding is specifically allocated and
authorized, RMPs shall be performed without pay, for points only.
2. Selected Reserve (SELRES) members who live, work, or are willing
to visit a geographic area and are capable of serving as a good
representative of the Coast Guard may assist recruiting efforts by
enabling meaningful connections with prospective applicants.
Assistance may include outreach visits, mentoring applicants, unit
visits, or officer interviews.
a. Commands shall review and consider a member's interest,
capability, and skillset along with the intended recruiting
activities prior to approving scheduled RMPs.
b. SELRES members should engage with their local CG Recruiting
Offices as well as local CG Recruiting Liaisons, as established
in accordance with REF (C), to coordinate recruiting efforts.
c. Recruiting Liaisons shall log RMP activity in the
USCG-Recruiting IMT Sharepoint page:

3. Non-paid RMPs for recruiting efforts must be scheduled and
command approved in Direct Access in advance of SELRES members
reporting for duty and be a minimum of two hours in duration, not
inclusive of travel to and from the site. The number of RMPs
performed in a fiscal year by any member will not exceed 36, and not
more than one RMP will be performed by an individual in one calendar
day. Points credited for recruiting efforts will be applied to the
year (anniversary and fiscal) in which they occur. RMPs cannot
be entered or credited retroactively.
4. These changes are effective immediately upon release of this
message. The following will be inserted into chapter 2, section
A.2.c.(2) in the next revision of REF (B): "RMPs without pay are
authorized for service readiness initiatives with the approval
authority of Commandant (CG-R)."
5. REF (C) also announced the continuation and enhancement of the
"Everyone is a Recruiter" program established via REF (D) to include
a $500 cash incentive option for referrals that result in an
individual's enlistment in the regular component of the Coast Guard
or in the SELRES.
