View your Direct Access Payslip

"Payslips" for the 30 September 2022 payday are available in Direct Access. Report any discrepancies through the P&A Office (Admin) to the SPO. If SPOs cannot address or need assistance, the SPO will submit a trouble ticket. Payslips can be accessed via the Self-Service "View" menu.

The more you understand some of the basics of the various pay, special pays, and allowances, the better you are able to make sure the information we need to compute your pay each month is up-to-date. The tool available to all military members each payday is the Direct Access Payslip. This report lets you know the information our systems use to process your pay, details about the pay and allowances you are eligible for, payroll deductions, as well as your leave balance. The following guides will help you understand your Payslip.

The end-month payday is Friday,  30 September 2022. Paydays are the 1st (end-month) and the 15th (mid-month) of each month, or the business day preceding the 1st or the 15th if either should fall on a federal holiday, Saturday or Sunday. Members should not set up automated payments or assume funds will be available prior to published paydays. Members should verify with their financial institutions as to the actual time funds are available to their accounts. See "When is Payday?"  for more information.

Prepare for Upcoming Direct Access Outage

ALCOAST 350/22 announces necessary preparations in advance of the scheduled system outage to Direct Access. The system outage is required to support the Disaster Recovery Test of the Coast Guard's Human Capital Management system. The test is scheduled to begin at 0600 (Eastern Time), Friday, October 14, and should be completed by 0600 (Eastern Time), Saturday, October 15, 2022. The system will not be available to log in or use during the test.

All Coast Guard Personnel Service Center (ALCGPSC) message 124/22 announces performance support measures for personnel performing military workforce pay, personnel, and administration tasks, a key deliverable for the Deputy Commandant for Mission Support-led Personnel Support Initiative (PSI). Coast Guard PPC Celebrates 40 Years in Topeka

Government Travel Charge Card - Financial and Travel System Transition Guidance

This message cancels ALCGPSC 081/22. Restrictions on the use of the Centrally Billed Account (CBA) remain. The expanded use of the Government Travel Charge Card (GTCC) Individually Billed Accounts (IBA) to support travel until the Financial Systems Modernization Solution (FSMS) Incident Management Team (IMT) objectives are met as indicated in reference ALCOAST 096/22 are extended as well.

What You Need to Know for Federal Benefits Open Season

The Federal Benefits Open Season starts Nov. 14 and ends Dec. 12, 2022. This open season is for dental and vision coverage through the Federal Employees Dental and Vision Insurance Program (FEDVIP). FEDVIP is offered by the U.S. Office of Personnel Management and is separate from TRICARE and TRICARE Open Season activities.

ETQC Training Advisory 008-22, Processing FY23 "C" School, "A" School, and Accession Course TDY Orders

The successful implementation of practices discussed in ETQC Training Advisory 007-22, eliminated the challenges members were experiencing with Direct Access (DA) generated training administration system (TAS) orders. Due to this success, FORCECOM will continue the practice of permitting local units to manage the administration of FY23 "C" school TDY orders to include initiation of the authorization, funds certification, and AO approval. Maintaining uniformity in FORCECOM business processes, at the start of FY23, these instructions will also apply to both Accession (e.g. DCO, OCS, DEPOT) and “A” school TDY orders. These instructions do not apply to PCS orders to the subject schools.

Reserve Component Updates

Update to Readiness Management Period (RMP) Policy

ALCOAST 343/22 updates the policy for Readiness Management Periods (RMPS): RMPs without pay must be a minimum of two hours in duration and not more than one RMP will be performed by an individual in one calendar day; and, b. RMPs for pay will not be less than four hours in duration and not more than one paid RMP will be performed by an individual in one calendar day.

 Enlisted Reserve Advancement Announcement (ERAA)

All Coast Guard Reserve (ALCGRSV) message 055/22 announces reserve enlisted advancements authorized effective 1 October 2022.

Procedures for Recall to Active Duty for Retired Reservists

Reservists may be recalled, at their consent, for voluntary orders such as Active Duty for Operational Support and Extended Active Duty. This policy also includes the recall of retired reservists.
