1. This ALCOAST extends the deadline and provides amplifying
guidance on the submission of proposals for new qualification
insignia promulgated in REF (A).
2. The deadline for submission of proposals of new qualification
insignia is extended to 07 Oct 2022.
3. Approval for new insignia is a two-step process. Submissions
will first be evaluated based on the proposed criteria to earn the
insignia compared to the qualifications, certification, education,
and work experience required to earn currently authorized Service
insignias. After the criteria is approved, insignia design
proposals will be evaluated. Therefore, proposals that establish
the criteria for new qualification insignia should be submitted in
accordance with the guidance in REF (A) as soon as possible and
should not be delayed by the development of the insignia design.
4. Insignia Design.
a. A special uniform board, which will include civilian
representation, will be established to expedite the review of the
proposed designs for programs whose criteria for a new insignia
have been approved. Information regarding the process to submit
designs for expedited review will be promulgated SEPCOR.
b. Programs should work with CG PSC-PSD-MUA to finalize designs.

c. When designing insignia programs should consider the
following:
(1) Gold and pewter are the only authorized colors;
(2) Insignia must be oriented horizontally; and
(3) The size of the insignia shall not exceed
2 3/4" wide x 1 1/4 high.
5. Other communities that are not represented by a primary officer
specialty code, but desire to establish new insignia or revise
existing insignia, may also submit their packages for review and
consideration using this same process.
6. Approved qualification criteria and insignia designs will be
reflected in the next version of REFs (B) and (C), which will be
released within the next year.
