1. To further the Commandant’s Intent of advancing mission
excellence, and building the Coast Guard’s capacity to lead in
crisis, the Office of Emergency Management and Disaster Response
(CG-OEM) has initiated a project to revise the Incident Management
Handbook (CG-IMH), REF (A). Building on its legacy of emergency
management and leadership in the interagency, the Coast Guard has
long been recognized as a national leader in use of the Incident
Command System (ICS). Updates to REF (A) will enhance the service's
ability to lead in crisis, further support our Nation during
emergencies, and strengthen our plans and practices for emergency
management and incident response.
2. REF (B), Homeland Security Presidential Directive 5 (HSPD-5),
directs all federal agencies and components to use National Incident
Management System (NIMS) ICS in their domestic incident management
activities. The updates to REF (A) will strengthen alignment with
the Federal Emergency Management Agency (FEMA), the National
Wildfire Coordination Group, and the numerous emergency management
agencies that the Coast Guard works with to respond to local,
regional, national, and international incidents. To ensure the
Coast Guard Incident Management Handbook (CG-IMH) remains a premier
resource for the Coast Guard and our partners, CG-OEM will
incorporate recent NIMS guidance and ICS best practices, and
expand or further guidance for Intelligence/Investigations,
International efforts (e.g., Ukraine, Operations Allies Welcome),
Cyber incidents, Remote Sensing capabilities for oil response,
and support functions. Additionally, COMDT (CG-OEM) will integrate
information from USCG After Action Reports and lessons learned
from multiple incidents, events, and exercises since 2014.
The updated (CG-IMH) will allow the Coast Guard to surge our assets
and people to maximum effect during crisis response activities.
3. Vast ICS expertise resides throughout our workforce and partner
agencies, as well as the private sector and non-governmental
organizations we work with to respond to maritime incidents,
disasters, and national emergencies. To fully leverage that
expertise, COMDT (CG-OEM) has developed a survey tool which will
allow the Coast Guard workforce and our partners to provide input
and recommendations that will inform our update to REF (A). All
Coast Guard members and partners from external agencies are invited
to submit recommended changes to REF (A) via the (CG-IMH) User
Feedback Form. This form is accessible at the following locations

4. Coast Guard personnel (active duty, reservists, civilians, and

5. The period to submit feedback and interest forms will be open
for 45 days from release of this message.
