1. AY22 Selected Reserve (SELRES) assignment actions are complete
per the messages announced in REFs A through K, and AY23
preparations are underway.
   a. Assignment actions and processes were employed to address
Service requirements, meet unit needs, and consider member desires
to the greatest extent possible.
   b. Reducing assignments for members residing outside of Reasonable
Commuting Distance (RCD) remained a priority in AY22. The Service
continued to help RCD within the SELRES junior officer and enlisted
ranks through the Flexible Personnel Allowance List (FlexPAL).
2. Summary of AY22 CAPT and CDR assignments (AY21 numbers in
parenthesis):
   a. CAPT/CDR assignment to SELRES positions:
     (1) O6/O6(sel): 16 (25)
     (2) O5/O5(sel): 58 (63)
   b. CAPT/CDR assignments to the Individual Ready Reserve (IRR):
     (1) O6/O6(sel): 0 (0)
     (2) O5/O5(sel): 0 (0)
   c. CAPT/CDR assignments outside RCD:
     (1) O6/O6(sel): 12 (19)
     (2) O5/O5(sel): 37 (43)
   d. Total vacant CAPT billets: 0 (0)
   e. Total vacant CDR billets: 0 (1)
   f. Pay grade mismatches resulting from AY22 CAPT/CDR
assignments: 4 (8), mismatches included specialty gaps in Legal
and assignments in CG District 8.
   g. There were more CAPTs/CAPTs(sel) in an active status than
available, paid SELRES positions. There were a total of 7
overbillets funded by CG-R. All CDRs/CDRs(sel) who submitted
an e-Resume during AY22 received a paid assignment.
3. Summary of AY22 LCDR assignments (AY21 numbers in parenthesis):
   a. LCDR assignment to SELRES positions: 108 (73)
   b. LCDR assignments to the Individual Ready Reserve (IRR): 0 (0)
   c. LCDR assignments outside RCD: 56 (66)
   d. Total vacant LCDR billets: 18 (14), vacancies due to specialty
gaps in Legal, Intelligence, and Naval Engineering fields.
   e. Pay grade mismatches resulting from AY22 LCDR assignments:
12 (38), mismatches largely due to the lack of LTs which allows new
LCDRs to remain in LT positions through tour completion.
4. Summary of AY22 LT and below assignments (AY21 numbers in
parenthesis):
   a. Total assignment orders issued: 1322 (941)
     (1) W2-O3: 337 (188), of which 21 assignments were issued
through FlexPAL (see paragraph 6). Assignment increase was due
to more efficiency by FlexPAL and a desire for AD members to
affiliate with the SELRES following separations.
     (2) E9: 17 (25), of which 6 assignments were Gold Badge and 7
were Silver Badge.
     (3) E8: 33 (38), of which 6 assignments were Silver Badge.
     (4) E7: 196 (177), of which 4 assignments were Silver Badge.
     (5) E4-E6: 739 (513), of which 625 assignments were issued
through FlexPAL (see paragraph 6).
   b. Enlisted Pay grade mismatches resulting from AY22 orders
issued: 44 (268), RPM continues to follow a "2-up, 2-down" policy
for E4 to E6.
   c. Rating mismatches resulting from AY22 orders issued: 0 (2)
   d. W2-O3 assignments outside RCD: 103 (100)
   e. E7-E9 assignment outside RCD: 89 (67)
   f. E4-E6 assignments outside RCD: 4 (14)
   g. Vacant billets:
     (1) O2-O3: 55 (76), overall the Reserve Component is short
134 SELRES Junior Officers based on the PAL.
     (2) CWO: 9 (11)
     (3) E7-E9: 92 (81), vacancies due to advancements from 01 Feb 22
to present not being accounted for within the regular assignment
season, and multi-encumbered billets where members' assignments would
have resulted in travel well beyond RCD. RPM will leverage the AY22
off-season cycle to reduce E7-E9 vacancies and to single-encumber when
possible.
5. Enlisted accession-related assignment actions: 181 (258); these
actions are performed by CG Recruiting Command in collaboration
with RPM and are not calculated in the above total orders issued in
paragraph 4.a. of this message.
6. RPM-2 continues to utilize FlexPAL in assigning E4 to E6, with
the implementation of Junior Officers, O1 to O3, new in AY22. The
goal of FlexPAL is to reduce long-term vacancies, provide a training
position for every member assigned to a unit with training capacity,
and reduce commuting distances when possible.
7. All members who received an assignment were notified NLT 31 May 22.
Reservists who are tour complete in AY22 and submitted an e-Resume but
have not received assignment orders or notification should contact
their AO immediately.
8. Assignment to PSUs are the top priority. Due to ongoing staffing
shortages in the Deployable Specialized Forces (DSF) community, RPM-2
continues to identify reservists who meet the criteria to fill
critical vacancies. Members that live within RCD of a DSF unit are
reminded that they may be involuntarily assigned if not enough qualified
volunteers are identified. RPM-2 developed, published and instituted
an assignment strategy to fill critical DSF positions. Notifications
of potential candidacy for involuntary DSF assignment were sent to
636 members residing within RCD of a Port Security Unit.
9. The Reserve Aviator program was inplemented in AY22. These aviator
positions join the existing Reserve enlisted ground maintenance positions
as part of the Reserve Aviation workforce with positions offered at CG
Air Stations, ATC Mobile, and Chief of Naval Air Training (CNATRA)
commands. This workforce was designed to create an aviation surge and
mobilization capability, retain aviation expertise, and develop an
aviation career path in the Reserve. A total of 12 positions were
created, in which 12 were slated.
10. Lessons learned:
   a. Processing orders: Commands continue to leave SELRES PCS
orders and extensions unprocessed in Direct Access, resulting in
PAL discrepancies. Commands are reminded to ensure SPOs execute all
orders and extensions issued for their units within 30 days of a member’s
report date.
   b. E-Resumes:
     (1) During AY22 a significant number of members who were
tour-complete or on long-term ADOS failed to submit, submitted late, or
submitted unrealistic e-Resumes. Members are required to know their
rotation or ADOS termination dates and comply with published timelines.
Members shall adhere to the e-Resume submission deadline and may
contact their AO for assignment counseling prior to submitting an
e-Resume.
     (2) Members are advised not to repeat information contained
in DA or the Electronically Imaged Personnel Data Record (OERs,
CG-4082s, etc.) in the Member Comments section of their e-Resume.
   c. Assignment decisions are based on information contained in
official personnel records, kickoff messages, rank specific assignment
guides, current assignment policy and command input.
   d. Changes in Reserve Component Category (RCC): Status change
requests (retirement requests, transfer to IRR, etc.) received
after the deadline for Command Concerns and e-Resume submission,
place the unit at risk of a billet vacancy and the member at risk
of having his or her request denied or delayed. Retirement requests
can be submitted up to one year prior to the effective date, and RPM
strongly encourages members to submit requests for retirement or other
RCC changes at least nine months prior to the desired effective date.
   e. RPM Virtual Roadshow: Commands are reminded to review
ALCGRSV 054/21 Reserve Personnel Management Roadshow Solicitation
for RPM outreach opportunities. The primary window for RPM
Roadshows is 01 Oct to 31 Aug, however alternate dates may be
authorized based on unit needs.
11. Members who decline SELRES assignment must notify RPM of their
intent to decline within 30 days of the orders issuance date.
Notification of intent to decline SELRES PCS orders must be
forwarded electronically to the appropriate AO for action. Failure
to notify RPM of intent to decline may result in discharge for
unsatisfactory participation.
12. RPM will continue to communicate through traditional channels
(message traffic, off-season solicitations, and shopping list
updates). Reserve assignment information is available on the
PSC-RPM website (http://www.dcms.uscg.mil/PSC/RPM/RPM-2/RPM-2/).
AY23 guidance will be provided in the AY23 Kick-off messages,
which we anticipate releasing in September 2022.
