Temporary Lodging Allowance (TLA) Advances and Claims CG Portal Site

  • The link to access the new Sharepoint platform is https://cg.portal.uscg.mil/units/fincen/SitePages/TLAClaims.aspx. Within the platform, users will have access to view the user guide to assist with processing claims as well as the ability to view the FINCEN Review workbench to see where claims are in the process.
  • PPM Advances are emailed to the PPM Advance Shared mailbox. That email address is: FIN-SMB-PPMADVANCE@USCG.MIL
  • The IRS just announced increases to the standard mileage rates that will go into effect on 01 July 2022.  These increases will directly affect the mileage reimbursement rate for PCS and TDY travel for military members and civilian employees alike.  The mileage rate for PCS travel will increase from $0.18 to $0.22 per mile, and the mileage rate for TDY travel will increase from $0.585 to $0.625 per mile.

Government Travel Charge Card (GTTC) Program: Financial and Travel System Transition Guidance - Update

  • ALCGPSC message 081/22 cancels ALCGPSC 056/22, further restricts the use of the Centrally Billed Account (CBA), and extends the expanded use of the Government Travel Charge Card (GTCC) Individually Billed Accounts (IBA) to support travel until the Financial Systems Modernization Solution (FSMS) Incident Management Team (IMT) objectives are met. These policy waivers offer a reliable means of financial support, particularly for Permanent Change of Station, Long-Term TDY, and Disaster Evacuation Orders. Members who currently do not possess a GTCC are strongly encouraged to apply for one as soon as possible to prevent unnecessary charges to the CBA.

Orders for Courses of Instruction of Less Than 20 Weeks

  • This ALCOAST announces changes to Coast Guard Supplement to the Joint Travel Regulations (CGS-JTR), COMDTINST M4600.17B to further the Coast Guard's commitment to providing stability for Coast Guard members and their families in support of a mission-ready total workforce. All members with dependents will be issued TDY orders for courses of instruction of less than 20 weeks, including to OCS and applicable class "A" and "C" schools.

E-Gov Travel System (ETS) Frequently Asked Updates

  • An updated (May 24, 2022) list of ETS frequently asked questions is available via PPC's ETS web page (https://www.dcms.uscg.mil/ppc/tvl/ets). This list covers post-go-live issues. PCS Season is Underway. Let’s Talk About Housing

  • Military members, when you transfer duty stations - perform a permanent change of station or PCS – there are a lot of things to consider. Is there government housing available at your new duty station? If not, where do you want to live relative to your new job? What does the purchase or rental market look like? How much of your housing cost will your basic allowance for housing (BAH) cover?

Coast Guard Leased Housing Program Update

  • Contacting the housing office early in the PCS season allows time to request a waiver to leased housing eligibility if circumstances merit an exception. If Coast Guard leased housing is the best solution, the housing office may now contract that housing in advance, up to 60 days, in order to ensure its availability in time for your arrival.

Updated - How to Submit PCS Advance Request and File PCS Travel Claims

  • PCS Advances Walkthrough added. This section walks a user through the procedure for completing an advance request in ETS. It was provided by YN2 Heather Everett, TRACEN Petaluma.

TPAX Profile Creation for New Accessions Required for PCS Travel Advances Claims

  • Recently accessed members will need to have a TPAX profile built in order to file their PCS claim

Change in household goods calculations: gun safes

  • A recent change allows the weight of empty gun safes to be excluded from your HHG weight calculation.

If you received a PCS Travel Advance, you still may be owed money

  • If you received PCS travel advances, you are required to submit a travel claim for full compensation.

Housing and Permanent Change of Station (PCS) Communication

  • With the ever changing and volatile housing markets throughout the country, it is critical that local commands ensure they are providing inbound members the information needed through the welcome aboard messaging and follow-on discussion with the new command.

Temporary Lodging Expense (TLE) Extensions

  • ALCOAST 178/22 extends and revises ALCOAST 309/21 (JTR Update/TLE) to extend temporary lodging expense (TLE) up to 60 days to assist those who are impacted by severe housing shortages in Military Housing Areas (MHA). The TLE extension change to the JTR is not retroactive.
