"Payslips" for the 29 April 2022 payday are available in Direct Access. Report any discrepancies through the P&A Office (Admin) to the SPO. If SPOs cannot address or need assistance, the SPO will submit a trouble ticket. Payslips can be accessed via the Self-Service "View" menu.

The more you understand some of the basics of the various pay, special pays, and allowances, the better you are able to make sure the information we need to compute your pay each month is up-to-date. The tool available to all military members each payday is the Direct Access Payslip. This report lets you know the information our systems use to process your pay, details about the pay and allowances you are eligible for, payroll deductions, as well as your leave balance. The following guides will help you understand your Payslip.

The end-month payday is Friday, 29 April 2022. Paydays are the 1st (end-month) and the 15th (mid-month) of each month, or the business day preceding the 1st or the 15th if either should fall on a federal holiday, Saturday or Sunday. Members should not set up automated payments or assume funds will be available prior to published paydays. Members should verify with their financial institutions as to the actual time funds are available to their accounts. See "When is Payday?"  for more information.

Update to the Master Chief Advancement Panel (MCAP)

ALCOAST 147/22 updates the Enlistments, Evaluations, and Advancements, COMDTINST M1000.2C, with changes to the Master Chief Advancement Panel (MCAP) composition.

Financial System Modernization Solution Incident Command Update

TDY claims: New TDY payments continue to work for most travelers. Approximately 40% of outstanding TDY payments that previously had errors have now been processed. PPM claims: Approximately 75% of outstanding PPM claims have been processed. TLA claims: Most TLA claims have now been paid, with about 20% of claims still waiting to be processed.

Records for PY23 boards and panel candidates are considered a priority. They are being uploaded now. If you need something uploaded to your OMPF, you need to communicate your board or panel status to your SPO or P&A. Request that you are copied on the email that office sends so that you have a record of the submission.

The advancement eligibility list for active duty BM2 supplemental advancements has been updated

This All Coast Guard Reserve (ALCGRSV) message announces reserve enlisted advancements authorized effective May 1, 2022.​

An issue has been reported concerning the timing of the approval of DD-214 forms for reserve component members.

​ALCGPSC 056/22​ restricts the use of the Centrally Billed Account (CBA) and extends the expanded use of the Government Travel Charge Card (GTCC) Individually Billed Accounts (IBA) to support travel until the Financial Systems Modernization Solution (FSMS) Incident Management Team (IMT) objectives are met. These policy waivers offer a reliable means of financial support in the absence of standard travel advances being processed or travel claim payments being promptly processed, particularly for Permanent Change of Station, Long-Term TAD, and Disaster Evacuation Orders.

The 2022 MCAP will convene on 09 May 2022. The Panel Eligibility Date (PED) of 1 February 2022 remains in effect.

The Coast Guard is extending the due dates for some government travel credit card (GTCC) payments as we continue our transition to a modern financial system. The extensions are intended to help minimize financial impacts on members and units as the service works through the challenges of transitioning to a modern financial system. The GTCC program will evaluate each member’s payment requirements and extend the due date on a month-to-month basis. No late fees or payments will be due until you receive your reimbursement. Please talk with your travel manager if you have any questions or need a higher balance waiver.

Until a new system is in place for PCS claims, we're using a combination of TPAX and ETS to calculate, approve, and payout PCS advances and claims. Follow this procedure to submit PCS advances or claims. April 14, 2022: DLA amounts, along with Member Travel and Dependent Travel amounts are transferring from DA to ETS. These amounts are reflected on the ETS Open Authorization (OA). TLE lines do not transfer to ETS. The TLE amount will have to be added to the member travel line (in DA) to facilitate advances. The YN or other administrative support professional, working the orders in ETS, must have their ETS profile adjusted to reflect "ETS Travel for Other Roles" to submit advances on the behalf of members. The AO or supervisor must submit a trouble ticket to PPC to request the permission change.

All Coast Guard Enlisted (ALCGENL) message 038/22 announces enlisted advancements authorized effective 1 May 2022. There is a spreadsheet available on PPC's Advancement CG Portal site that you can sort by unit or SPO for your convenience.
