SUBJ: INTERIM TECHNICAL AUTHORITY GUIDANCE FOR MILITARY WORKFORCE PAY,
PERSONNEL, AND ADMINISTRATION
A. Interim Technical Authority Guidance for Military Workforce Pay, Personnel,
and Administration, PSCNOTE 5402
1. REF (A) is a first step towards establishing doctrine and standards for
military workforce pay, personnel, and administration, a key deliverable for
the Deputy Commandant for Mission Support-led Personnel Support Initiative
(PSI). It states guiding principles of Customer Service, Empowerment, and
Accountability that describe what success looks like, and sets standards for
accuracy, timeliness, availability, responsiveness, transparency in tracking,
and training.
2. REF (A) applies to all units with Personnel and Administration (P&A) Offices
and Servicing Pay Offices (SPOs), formerly Servicing Personnel Offices, which
have completed PSI implementation.
3. No paper distribution will be made of REF (A) but is
