SUBJ: SOCIAL CLIMATE INCIDENT DATA AVAILABLE ON CGPORTAL
A. U.S. Coast Guard Civil Rights Manual, COMDTINST M5350.4 (series)
1. A social climate incident is an action committed by a member or
members of a community against Coast Guard military personnel, or
their family members, that is perceived as hostile, harassing, or
discriminatory, as outlined in REF (A).
2. Behaviors of unlawful discrimination or harassment in the local
community, either actively or passively, can impact the emotional,
physical, and social well-being of Coast Guard members and their
families.
3. The Coast Guard expects members and their families to work and
live in communities that treat them with fairness, dignity, and
respect. Safety and security for our families are of the utmost
importance. When jeopardized by such social climate incidents
within our communities, members must report such behaviors to their
chain of command. CO/OICs must then take prompt action to
investigate and seek resolution of the issues as soon as becoming
aware of the incident, as outlined in REF (A).
4. In addition to providing command support through the Civil Rights
Service Providers, the Coast Guard Civil Rights Directorate collects
data on the locations and summaries of reported incidents. To
better inform our military members on such activity, a CGPortal site
is now available for all members to review the basic information on
reported social climate incidents. The site is available at:

5. Regardless of the location or reported incidents, each individual
or their family may have different experiences in the community.
Members should consult with their servicing Assignment Officer for
any questions or concerns that may involve the assignment process.
Additionally, members may consult with the local command or the
Civil Rights Service Provider in the area of a potential assignment
location to discuss any community climate concerns.
